Yeah, they don't have money for the cheap one their SB can build, let alone the extra one. Incidentally, it's not clear to me when the old ship yard free fighters start. If they start on turn #1, which would be the math paper reading of that rule, they are essentially infinite.

It seems with the OSY - Free Fighter factors are produced from Turn 1 - and can be saved BUT can only be spent on Hybrid ships build at the OSY.

Well, the Kzinti, Hydrans and finally the Federation are massively hurting due to the liberating Coalition forces.
Kzinti have just 2 Ep's of On Map Income, Hydrans just 1 Ep and Federation are down 67 Ep's.
Gorn are only down 3 Ep's so no real effect on them yet.
About the only Coalition dislike is that the Kzinti Shipyard will be back on line next turn

Alliance turn 13 op moves are well under way.
The Hydrans have another map reentry battle.
The Kzinti are mostly in open space battles with Coalition fleets in or near the F/Z neutral zone.
The Gorns, together with a few Feds, are attacking Romulan BATS 4110 and Romulan minor planet 4008. They are also trying to liberate conquered Fed planets 3706 and 3711.
The Feds are so far attacking a bunch of Klingon fleets in the central Federation. There are also a bunch of province raider attacks against both Klingons and Romulans. They are trying to liberate minor planets 2610 and 2006, the latter with considerable Kzinti help.
The Gorns still have a few units left to move, and the Feds still have quite a lot. Stay tuned.

Op moves are done.
All Romulan forces and conquests outside of Romulan space are under attack. The Gorns are also attacking BATS 4110 and minor planet 4112, supported by a few Feds. The Feds are attacking BATS 3715. The Romulans have three small reserves available.
On the Klingon/Lyran front, the Feds and Kzinti are attacking every Klingon-held planet in Fed space. There are also a bunch of open-space battles where the Alliance are attacking various forces with bigger forces of their own. But only two of the seven Klingon and Lyran reserves are pinned. The other five are likely to make trouble for the Fed-Kzinti attacks.
The Hydran main fleet was kicked off of the map last turn and is attempting to re-enter. They also have a smaller fleet that is already on the map and was happy to stay put.

Reserves have been dispatched. They largely went to various minor planets. Conquered minors 1902 and 3612 now appear likely to remain in Coalition hands. Reserves also strengthened Coalition defenders at 2106, 2715, and Romulan planet 4112, but all may end up in Alliance hands anyway.

Well, the combat dice are fairly even...
…. but captures remain pro-Alliance....
.. and Williams luck on capturing Maulers continues to improve.
Gorns/Fed's Capture a FAL this time.
I have never seen the Alliance capture 2 Maulers in a game - and we are barely 1/3rd through the game and William has captured 3.
So out of 10 (I think) captures for both sides, Alliance are 7 v 3 AND have captured 5 good hulls (2 x D6M, FAL, L-BC, FH plus 2 Frigates) v none (DD and 2 x FFs I think).
Would be nice to capture a useful ship!

Well, dice go from horrible to worse.
Basically, key battles - William rolls well
Larger compot - WIlliam rolls well
Persuit battles - William always rolls well
After 13 rounds - Alliance average is 4 v Coalition v 3.15.
Cloak Escape attempt success is less than 50%
(2 of 2 failures this turn - make that 3 of 3 failures - total is 3 out of 8 on success - should be the other way round).
On top of the Capture rolls, the game rolls are just getting annoying again.
Nothing William can do - but balance of the game does require abit of luck on dice - and only William gets that (it seems).

Well, dice got fair (briefly) and then returned to being one sided again.
Another 6 (Alliance) v 1 (Coalition) pursuit battle.
Overall average is 3.62 (A) v 3.48 (C) - not huge but again - timing seems to benefit the Alliance.
But the poor Romulans are being absolutely hammered on failed cloak rolls - so far, 1 success and 5 failures.
About the only area the Alliance this turn have rolled badly in is ESSC.

Well, dice didn't improve.
After 37 combats, averages are
VBIR 3.24 (Game Average 3.45)
Coalition 3.35 (3.44)
Alliance 3.73 (3.51)
Romulan Cloak Evasions, 2 of 8 successful this turn (5 of 13 in total - yes, Romulans have failed nearly 2/3rds of the attempts when it should be a 2/3rd success chance).
Peruits Battles - 50% failure on pursuits for the Coalition since the game began - so even when WIlliam retreats, he gets away (although this turn, William did fail a couple of persuits - he got the main ones).
(What was annoying was it was the first time I think it was the first time I had a mauler available for the pursuit battle, which would have been an auto kill and so double the chance of capturing the crippled Fed CL - but no, William generally gets the 50/50's - and I don't)
What can I say - but the dice are just being brutal in pretty much all areas this turn for the Coalition.
- and that ignores the massive inbalance in successful captures AND what has been captured.
In all seriousness, other than finding another dice roller (and they all seem to be good for William and bad for me) - I think I just need to keep letting off steam through these posts.

On turn A13, the Alliance retook every captured Fed planet except one next to the 6th fleet SB, which was saved by a Romulan reserve. They also killed two more Romulan BATS, bringing their dead BATS total to 5, starting with two at the Gorn/Fed corner, then continuing for 3 more BATS along the Fed border. The Gorns also took a Romulan minor planet.
All of the above was expected. What Paul is complaining about is the fleet losses. The Hydrans traded an RN and 2CU for Lyran STT, CC, and FFE.
The Feds and Kzinti killed about 13 Klingons while losing 5 ships in various Klingon/Lyran battles. However, the Kzinti dead included a battle tug, while the biggest Klingon dead are 2D5.
The Gorn/Fed side killed about 8 Romulans, including two maulers, one of which they captured, losing 4 or so Gorn ships and one Fed in return.
Crips were low all around, except that both sides took maybe 12EP over Fed minor planet 2106.
Retroes are in progress. The Romulan threat to the Federation is receding as the Romulans pull back to deal with the Gorns. But the Klingon threat seems to have increased as repairs continue to arrive, including from turn 9-10 Hydran battles. The Feds also have perhaps 120EP of crips, with some even retrograding to the Barony. But most of the Kzinti fleet will end up in the Federation, which will help the defense immensely.

Needed a 5 to complete it and rolled a 3 (so average is 3.16 over 12 dice).
Lots of 2/3/4's rolled - 1 1 and a 6 and no 5's

The turn is done. Feds are set up to do maybe 90-120EP of repairs next turn, depending on events.
With all the Fed crips, they need considerable defensive help from their allies. The 8th and 9th fleet SB are held by the Kzinti, who are also bolstering the Feds at the 3rd fleet SB. The 6th fleet SB defense is a bit over half Gorn. The Kzinti also have a 3-ship reserve at Earth and a one-ship reserve in the Barony.
The Feds have fleets at almost every other Fed-held hardpoint. The exceptions are all in the North-East Federation, which is threatened by only a few Romulan ships. There are four Fed reserves of 5-8 ships each.
The Gorns have defending fleets at each of the two forward SB and most of their BATS. The SB fleets are both smallish, but each could be bolstered by an unpinnable reserve.
A Fed tug picked up 8.1EP from the Gorns and delivered them to Earth.

Coalition turn 14 op movement is well underway. So far, there is a pinning battle at the Fed 8th fleet SB and a battle at the 9th fleet SB. The latter one I'm not sure yet if it's going to turn into an assault. There is an attack on planet 2403, finally bringing into play the MB the Feds set up there on turn 8. The Fed targets in the region are mutually supporting by reaction moves; for example 2403 is being reinforced from the planet and BATS behind it, and if those come under attack, they can in turn be supported from locations further back.
The Romulans are moving against the far East portion of Gorn space and appear likely to kill some BATS there, though some may be saved by reserves.

C14 Operational movement is over.
In Hydran space - both on Map Hydra forces are under attack by slightly larger Coalition forces -although the main Hydran fleet very much has a quality edge in their coming battle.
In Kzinti space - there is a single minor battle.
In Federation space - in theory, 5 SB's are under attack - but 2 are most certainly pinning battles. Internally, 4 defended Minor planets, 3 BATS and various other battles are also taking place. 4 undefended planets are re-captured.
In Gorn space - 2 SB's are under attack (again 1 is probably only a pin) 8 BATS and minor planet are also under attack.
Gorn have 2 reserves and Federation have 3 effective (1 is pinned) reserves to alter the balance of any battle.
Kzinti also have 1 useable reserve in Federation space - plus a SF reserve in the Barony and the Hydrans have 2 reserves off map.
Coalition ships are now within 3 hexes of 2901 (Ok 1 ship is), but more sizeable forces are within 6 hexes of 2901.
About the only successful block for the turn is the Federation reserve in 3210 can't reach 2915 and if SB 2915 dies, the Federation forces will be out of supply.
A partial grid also exists around 2211 - and 1 Federation FF (which reacted out) is Out of Supply.
Klingons are also attempting to set up a MB in 3118 - to link Klingon and Romulan supply grids.

It looks like Paul now has enough to kill the Fed 7th fleet SB. He even setup a blockade so the Fed reserve couldn't make it. The Feds will also lose one bats for sure, and probably another one.
The Gorns will lose several BATS.
The Hydrans won their map-reentry battle last turn and now have to win another one to stay on the map.

Yes, but they have to be with both Hydran and Kzinti capitals lost. Paul needed to connect to the Romulans so the rest of the Coalition can support them.
They are definitely doing well. It's unclear to me whether or not they are doing well enough to win. Last turn his income was about 460, while the combined Alliance income was about 310, of which 165 was Fed. Ignoring survey and territorial changes, exhaustion would reduce those numbers to 345 and 295. Alliance will need to make up the difference with its structural advantages, especially province raider kills.
