So what happened to the Dukes and Counts Fleets - as they would be around 902 to around 1304* - which can reach Lyran space (yes, I know going forward may make getting back to 1304 and 1401 in strength an issue)
* - 1304 could react to 1105 and 1205 if attacked and so may more forward than 1304.
I can't see what the Kzinti can do to stop the bulk of Red Claw getting to 1205, but it would appear a slight error has been made - as it is written, the Lyrans I don't believe are interned, as they are permitted to be in say 1306 (with the Tug) - which would appear to be an oversight, as allowing the Lyrans in 1306 is clearly proof that the Alliance between exists.
In other words, the rule states you can be in 1306 - but perhaps the spirit rules/ blurb comment of the rules says no?

The reserve part of both duke and count were in 1105. The non reserve part of both the fleet were in 0903. Both could reach at lest the Lyran bats, but than they couldn't retrograde neither in capital or on Duke starbase, leaving an even easyer attack chance to the Lyran augmented klingon force.
As how to stop red Claw from reaching 1205? Just don't react in 0803. That's the only place Lyran Home could reach, and by reacting there Kzinti selfpinned their fleets. 0803 and 0703 might fall slightly cheaper (not that much, reserves still could go there), but the rest of both count and duke could easily pin all but the last 6 ships of Red claw between 0903 and 0904, fight 1 round of open space battle and run for a better fight in AT1 or send the reserves there and win the exe.

It is so! And it's clearly stated in the scenario. The lyrans can also occupy the neutral hexes between them and klingons (aside that around the Wyn).
I don't think we abused the rules. I think the kzinti can't just make the same setup without wondering at our intentions.
And beside this, after our very first move, they overeacted by moving all but reserves in 0803, giving us almost a free passage (they can still react with the Count's reserve..).
If they don't take in account our possibile moves the countermove will be usually the same every match!
Boring.... :D
I played smart and they did'nt jumped on us (it actually seems they have apreciated the idea).

The issue to me is that allowing one side to enter a hex - and not allow the other side to enter a hex is not logical.
The best equivalent to this is the Hydran Expedition, in that both internment doesn't happen and the Coalition are temporarily allowed to enter the hex to pursue the Hydrans.
In other words - the rules appear to a tactic to be allowed which requires the Kzinti respond in a very specific way - and no other rule or rule restriction does that.

The Hydran expedition rule for internation maybe is an option.
IMHO the rule that proihibit the Lyran to enter Klingon space is due to let the Lyran enter kzinti space from their respective NZ and not from the klingon one (this is also the reason is forbidden for the lyran occupy 0805 and 0905) and it's also forbidden to enter in klingon space directly (no need to specify as ships entering will be immediately interned in place).
There is no one "specific way" to stop this move but really more than one (i strongly prefer the one i commented in discussion chapter); you can also use only Count's fleet (but reserve) to stop it and a couple of ships in 1105.
Less than 15 lyran ships in klingon space aren't a big problem for the kzinti.
Thirty are, but you can easily prevent this.
In anycase, let see what came out from your appeal.

Late report for A2. The game didn't go on last week due to too many missing players, now we'll have probably many weeks of pause due to Coronavirus quarantine rules enforcing closure of places like the club we're playing in (we're about 100 KM away from the outbreak zone in Italy).
Kzinti start their turn with the economic grid split in 3 parts.
-Main grid with only the substantially devasted capital exe, it's province and the out of map area. Available founding is 39EP. Enough to Build a TG-B, a MEC, 3 PDU and to convert a BC to CV. The Long Lean got activeted out of map too.
- Count area has 9EP. 1,5EP of repair and an FFT got built there (the FFT than got used to ferry to the Win the residual 4 EP...)
-Marquis Area has 16EP, used to build an FCR (residual EP sent back to capital by theater transports).
2 pol got placed in 1101 and 1701, reconnecting all grids just before fighters replenishment, getting all Kzinti forces ready to fight just in time. 2 raid got made (DNL and CC) aganist crippled Lyran FF (1 occupying province 1104, the other planet 1202). Both frigates got destroyed. A special fighter raid got tried against a single E4 in 1402, a Lyran FF react in from 1302 and no one got hurt but some fighters...
Operationally the forces in the capital got used to regain control of the capital area and hunt down the frigates previously enforcing the economic cut. The whole Count fleet go to attack 1107. The whole duke fleet go to attack 0906. 3 ships (including a CVE) reoccupied 1202.
1 reserve each from lyran and klingon got dispatched to each Bat. Both Lyran reserves were really good, both klingon reserves were top of the line... Neither attack got past the approach battle, where Kzinti let damage fall, cripling other 5 ships, and coalition directed the outer escort of the better CV group in each battle.
After retrograde the kzinti remained witn 2 not so great reserves, both led by a single CV, in the OOM zone, 27 ships in the capital, 5 ships on count SB, 1 ships more than the bare minimum in marquis area, the 3 ships on 1202. Count fleet retrograded on planet 1105. Duke Fleet didn't retrograde at all, remaining whole in 1005.
Coalition losses:
4 L FF, 1 E4, 5 crippled ships
Kzinti losses:
2 EFF.
