Tholians are masters of the map. All bases except in non-Tholian capitals belong to the Tholians. There is a Tholian fleet of 10 ships on every starbase and a Seltorian fleet of six ships on every battle station. (Ryan will tell us what these fleets consist of.)

Each nation starts with 50% of its Y168 fleet -- all in the capital hex(es). No nation can move its ships out of its territory. No nation can give aid to another nation; it's every nation for themselves.

No off map areas.

For economics, assume that the Tholians get 1/2 of the income for the entire map (100% in their space and the neutral zones) and the rest goes to the respective nations. All Tholian production is in their Holdfast and all other nations in their respective capitals. Use the GW production schedules except that Ryan will rewrite the Seltorian and Tholian schedules.

Do you want the Tholians to be under thier Home Galaxy restrictions? No scouts, no fighters.

Same for the Seltorians?

Alpha quadrant ships only or can I use Home Galaxy "Ne0-Tholian" i.e. NBB, NDN, etc.

Yes, I guess
Yes, maybe, if you think so.
Soitently

I have an idea in the works that says Tholian BATS / SB are stacked pinwheels. They can build bases almost at-will if they have enough PC. They can also dismantle bases back to a flock of PC.

I am loving the stacked pinwheel base!

To clarify, is the intent to show a Neo-Tholian occupation of the Alpha Octant itself, or to use the current Federation and Empire map to stand-in for conditions out in the home galaxy in the absence of a dedicated M81 map?

If the latter, it might be worth noting that according to the Prime Directive preview material in Away Team Log, the Tholians had one "class-T" home planet, Tholia Prime, as well as a growing number of Spheres on which the bulk of their population lived. (I recall a note somewhere to the effect that life on Tholia Prime was mostly for "back-to-nature" types, once the more climate-controlled conditions on the Spheres were open for settlement.)

In F&E terms, would Tholia Prime count as a major (or even minor) industrial world, with each of the Spheres modelled similarly to how the Holdfast capital is currently handled in F&E?

For that matter, it's noted that the Holdfast sphere had not quite been completed or fully populated, compared to older and more established Spheres, at the time it was forced to flee the home galaxy. So perhaps an F&E representation of a "completed" Sphere might go beyond even that which is shown for the Holdfast Sphere itself?

Also, perhaps the WYN Cluster could be used as a stand-in for the various active nebulae from which the Nebuline launched privateer raids against the Tholian Will, and from which the Nebuline sponsored High Pirate Bands operating elsewhere in M81, as noted in the Pirates of M81 Galaxy article in Captain's Log #41. If so, certain Orion units could, for now, be used as stand-ins for the raider units used by the Nebuline privateers, and those "export models" (the OGR and OGD, as shown in Captain's Log #40) operated by the Old Galaxy Pirates.

Stackable Tholian pin wheels?

Dang.
.
I wish I had thought of that.

Is there any limit to the number of levels beyond that of available number of PC’s?

(I recommend it be limited to the Highest available F&E command rating. Might require a PC with a CA command rate of 8. That would limit it to three layers of pin wheels.)

Also, I mentioned them in the other thread in the context of a "revolt" scenario, but they might be worth considering here also: the Seltorian Hive- and Nest-sized cargo haulers from Captain's Log #47.

Historically, the Tholians prevented most of their subject species from delivering resources to Sphere construction sites directly. Rather, they would send the Hive- and Nest-sized haulers out on "circuits" in support of a given site: at various points along each circuit, the hauler would dock subject species freighters and transfer their contents to the hauler's own cargo holds, before undocking them again and then moving on to the next collection point. Once the hauler completed its circuit, its own cargo holds would be emptied and the process would repeat.

So, one could assign a number of such circuits to the map here, along which the haulers would be sent. Only once they returned to a given Tholian node would the EPs stored within be added to the Tholian treasury, minus whatever amount the Tholians deemed necessary to assign to the Seltorians in order to keep their own forces in operation.

It would be quite different from how EPs are collected in "regular" F&E - even for the Holdfast Tholians, who are obliged to do much of their resource gathering by themselves. Yet it might help make things interesting here, in terms of showing how the Tholian Will chose to manage things.

A note for future consideration:

The recently-uploaded Tholian Master Starship Book includes a significantly expanded section on the home galaxy Tholians relative to that which was originally posted in SFB Module C3 - which might be worth reviewing in the event that some sort of Tholian Will (and/or Seltorian Revolt) scenario(s) were to be drawn up for F&E.

It automatically would be reviewed in that case without you reminding us. We review everything every time we do anything.
