Assuming the build costs of all of the large hulled ships are correct, the conversion costs do not all make sense. The conversion costs going larger than DN seem to exclude the cost of labor and/or engines as the case may be. The BCH to BBL is a bargain. In fact all conversions to BBL are bargains.

The P means 6 gunboats, the 6 means 6 fighter factors as is apparent if you look at it in SFB. This would mean it should probably be as you suggest unless I'm wildly mistaken.
