I think the rule was made to get people to put PDUs on captured planets. If it is 'inclusive' then this will almost never be done.

@Richard: Agreed on your conclusion. However, it still represents a tectonic, pro-alliance shift in game play due to the 1) massive EP outlay to purchase all those extra PDUs, 2) loss of EPs of planets that cannot be defended for more than a few turns, and 3) loss of available supply points for invasion.
To me, any rationale based on making people put PDUs on captured planets seems a poor reason for completely changing how the game is played in a way that only favors one side. Who cares if a rule is seldom used? There's plenty such rules that are almost never used (e.g., cloaked decoys, G raids on valid G targets, and many others). Why single this one out?

CT9 is over.
Combat phase: I kill BATS 2612, and strip PDUs and devastate 2610. I strip PDUs from 2106. I end up taking more damage than I deliver overall, but I accomplished two main objectives, as weak as they were. The first was to forward deploy a lot of Klingon ships to threaten deep Federation targets on CT10. The second was to take *something* (yay me).
In the ZTO I retake everything west of the 06xx hex row, but Kzinti reserves save 1802 and a picket fight at 1702.
EoT I maintain a highly aggressive, forward deployed stance. I have no want of reserves with all the repairs I did. All reserves are strong.

The reserves are designed to interlock and support each other, but also cover the Eastern and northern front. The lone Lyran reserve in the HTO is just to keep the Hydrans honest.
I still had some 15 ships to distribute after forming reserves. The bulk went to 1807, though some went to 1403 and some of the Klingon border BATS.
I also moved all FRDs back to Klinshai at 1411. Most were in the HTO and no longer needed there (at least for the moment). The 3 FRDs I had in 1506 I could not guarantee protect, so I moved them back.
The Kzinti theoretically outpin the Coalition, at least without reserves. Thus, they could make some hay.
The Federation has 48 SEQ at SB2211. I only have reserves in the region, really. So, the Federation could go on something of a rampage in Klingon space if they cared to.
However, with 62 SEQ theoretically capable of hitting Earth and another 90 SEQ capable of hitting many deep northern Federation targets, I'm curious to see whether Richard is going to remain forward deployed himself (and do some damage to Klingon space) or if he's going to turtle up. Or something in between. Dunno.
