After the introduction of Jumbo and Heavy Auxes (for most Y170) each empire at war steps up production of Auxiliaries as follows.
Beginning the spring turn 1 year after the introduction of J/H Auxiliaries each race at full war receives, for free 1xSAA per turn and 1xLAA per year.
Once per year 1xJAA may be Substituted for the 1xSAA and 1xLAA received for free. If an SAA is in the Capital hex when received, it could be absorbed (removed from the map) to yield 1xHAA in place of the 2xSAA and 1xLAA. This substitution can only be done once per year.
These are basic hulls only and a player may at their option choose to spend the appropriate number of EPs to convert these units into their specialty functions (within the production limits). These conversions do not count against capacity (additional or future conversions of these units would).

Just use (549.0), one Sxx per turn or one Lxx (includes Jxx/Hxx) per year. Quickie until official is the ASC (one Jxx over Lxx and one Hxx over Jxx) rule (after the first, others are converted at any SB, limit of one conversion per turn[?] per type) ...

Understanding what the 'No' is trying to avoid here I was also attempting to get some use of the printed counters in the current and latest product releases.
The proposal here was a draft intended to generate base hulls as discounts allowing empires to 'finish them cheaper' they would still have had to abide to limits, YIS dates and pay for added costs. Maybe it could be dialed down. Auxes have grown on me since they originally came out and the new larger J & H versions of these units are pretty expensive for both sides. This idea was only trying to lighten that decision so some could see construction and eventually battle.
The Attacking forces in the past several years have generated great uses for the starting Auxes and defensive strategies to keep them alive longer as they roll over the borders.
The defenders still have the run and hide with these to be used at the big standoffs. Most are easily killed on slow pursuits and are never replaced though I would expect these hulls in history to be plentiful as replacements at least.
Also this would require no more counters but a rule or three to make it work. This wasn't intended for Defensive Ops either...it could have been in Civil Wars, added as a next CLog rule for playtest or possibly even added to any of the other products re-releases as a bonus.
