But there are other discounts for build costs of "double conversion" type units. The D6D would cost 2 for the drone capability, and 2 for the scout functions, but a total of 3 pt surcharge (added to the base cost of 8 for the hull). So there is precedent

Hmm, was looking for another example but failed.
The Kzinti SDW costs 4 EP to convert from a DW rather than 3. So either it is incorrect or Turtle is correct.

Richard, the 2020 Kzinti SIT lists the SDW as 3 point conversion from the DW and 7 as a sub for the DW. Matching the F&E Rule (309.0) Note that non-scout drone ships cost 2 points for the conversion or +2 over the base hull cost for substitution, while those with scout functions are +3.

Yes, I agree that the D6D example is a "specified cost", but the point is that costs sometimes are just "specified", and not just summed up from all the components.
You state that the CFS should cost 14. The SIT says 12. I'm simply stating that it could be a specified cost of 12, and is not required to be 14.
But I was just pointing that out that line of logic, I don't mind either way. So sure, I second it - it should cost 14.

GSC build cost: Should this be 13 (8+5) instead of 15? (Nick Samaras. September 11, 2020).
FEDS: NON-CONCUR. Recommends no change. RATIONALE: Normally, the five EPs includes the cost of the ship's survey package plus the normal cost of two points of EW. However, since the Fed GSC has a FOUR EW rating, this fact required the addition of two more EP to account the GSC's increased capability.
