Regarding Transports: 509 missions and 539.7 Tactical Transports

Paul: You are correct about 539.7 needing to be updated further into the 509 rules. Seems two TT may move a Non-deployed MB but it takes three to set it up (in one turn). Therefore I wil propose that mission C be split into two C1 Move and C2 Installation/Removal.

There are two mistakes in the 508 table, both in the full planetary recovery.

The first is that Coalition captured planets produces EP during the Alliance turn (they may be eligible but would have to wait until the Coalition turn to produce EPs)and Alliance captured planets producing full income on the Coalition turn.

Second is the timing from producing EP and full (recovered) EPs is off. If captured on Turn X and producing (captured) EPs on Turn X+2, Full recovered EP cannot be produced until Turn X+6 (without some recovery supplement - X+2, X+3, X+4, X+5). This also assumes that the province has been annexed by X+1 as well as that is a requirement (448.28). Both Coalition entries should be 'Turn X+6' and the Alliance entries should be 'Turn X+6' (captured on the Alliance turn) and 'Turn X+5' (captured on the Coalition turn).

(511.537) says that carriers must be divided between the static and mobile forces, and that "In an extreme case when a player had only two carriers and two escorts, he would put one of each in each half, which might make it impossible to form "normal" carrier groups.

But carrier groups can be formed before this point - if there is an approach battle, they must be formed before that and they cannot be broken during that turn's combat. In such a case, the ships in carrier groups partially assigned to the mobile force are functionally static (because they cannot appear in battle except with the static ships in the group). Note that this also occurs when a single ship in a mobile group is crippled.


FEDS: This issue should be addressed as this rule was a legacy of the 1986 original rules where we had unbreakable carrier groups. We might allow for simply modifying (511.53) to read:

(511.53) STEP 3: The Defending Player divides his remaining ships in half. This is done on a base hull type-by-base hull type basis (one FF base hull to each half, one CA base hull to each half, etc.) and must be divided as evenly as possible based on number of ships (first) and combat strength (second). Combat strength must also include a balance fighter factors within plus or minus one ship equivalent of fighters in each group and PFs balanced within plus or minus one ship equivalent of PFs in each group; the overall balance of ship equivalent of attrition units must also balance with any odd fractional group being distributed by the defender. Replacement attrition factors (like those found on FCRs, Federation escorts, or PF replacement pods) are not used in any of these calculations.
