(608.562) Analysis of Police Ship assignments: Kzinti, Hydran, and Lyran have all been at war for 14 turns before Coalition Turn 15 begins, and have activated 14 ships, plus 2 at start POL for a total of 16 police ships (3 at start, total 17 for Lyrans). The Klingons have 28 call-ups, plus 4 at start for 32. The Federation has been at war for 8 turns for 16+4 call-ups. The Romulans have been at war for 5 turns for 5+3 call ups. The Gorns have been at war for 3 turns for 3+2 call ups. This compares with the given called up police ships as follows:
Lyran: 22/17; 5 over
Kzinti: 18/16; 2 over
Klingon: 31/32; 1 under
Hydran: 14/16; 2 under
Federation: 22/20; 2 over

(607.58) The FO SIT says the Kzinti FH, Lyran HFF, and HDD can be substituted for their base hull ships, but there's no reference to them in (607.0) to say how often this can be done (once/turn? year?) during the 4PW. (607.262) mentions an activation rate of 1xD6 & 2xF5 per turn, and notes that after all D6s are activated, the slot can be used for F5s. It will take 9 turns to activate all the D6s and 8 to activate the F5s. Given the 26 vs. 23 ship count (see other line item), perhaps there should be 6xD6 instead of 9? Or the F5 slots can be used for the last D6? See also (607.43) item on activation rates. - Howard Bampton 6/27/2016
(607.43) & (607.262) Mothball activation lists 2xD6 and 2xF5 which is not consistent with 607.262. It is not clear if this is an inconsistency, or if the rate should be 2xD6/2xF5 for Klingon use plus 1xD6 and 2xF5 for Romulan shipments. Suggest making 607.262 have the words "in addition" or similar in 607.262 if the rates are additive, or making them consistent if not (special could mean lower for some political reason). - Howard Bampton 6/27/2016
