(675.15) Probably should add Minor Empires to the list of expansions used in the scenario; even if the various minor empires are neutral there is at least one rule from the product (auxiliary battle group or some such) that would be applicable to this scenario.

In one section of the Hydran OOB, it is said that four free PG-Vs have been received, but in another part it says only three have been received.

(675.23): In light of the inclusion of the (634.0) Into The Whirlpool scenario in the Tactical Operations rulebook, plus the WYN counters recently printed on the TacOps and Civil Wars countersheets, should a new sub-rule ["(675.234)", or some such?] be added in order to account for the potential to more fully involve the WYN Cluster in this scenario, should players wish to do so?
(675.B24): In light of the aforementioned scenario and counters in TacOps and Civil Wars, should this rule be updated so as to account for (634.0)?

Update for Klingon OOB Sectors B, C, and D.
Add one D5B to each sector. Rationale: Klingons built only 3 of these ships, production was curtailed when D5P's started production.

With active Tholians, and Fed positioning, should some of these NZs be neutral?

(675.A1) - If the Lyrans are holding planet 0416, how are the Hydrans claiming that province before taking the planet?
Was shown as captured by the Lyrans in (608.A22) and (675.A1) shows a Lyran PGB on the planet so with any garrison ship, shouldn't the province remain Lyran held until the planet is libertated?
Or is it that the PGB claims the planet but without a garrison ship the province reverted back to the Hydrans before the scenario?

The last sentence is correct. PDU/PGBs can't garrison a province. You need a ship.
I'm going to put in a setup change to reflect the Lyran retreat from the HTO preventing them from setting up outside of original Lyran territory and Klingon forces cannot setup in Lyran held territory.

Looking for clarity regarding the statement on 28 July about renumbering rules. (I agree that creating a warbook level search for the change would be a nightmaree)
I can only assume it was in reference to the immediately previous suggestion (27 July) to add two additional sub sections. If that was pointed at the suggestions for (534.34) then I would resubmit that the rule doesnt necessarily need the added numbers but it would benefit from the section titles (bolded) in the proposal as well as the movement of one sentence into the procedure and out of the restriction area as follows:
(542.34) ON-MAP SURVEY: Survey ships can conduct survey missions on the map itself instead of only in the off map region, but this is by an entirely different method than off map survey. This can be in the territory of the owning empire, captured territory, or (with permission of an ally) allied territory. [In which case, the EPs do not go to the treasury unless the survey ship is connected to the main grid. They would have to be transported from the nearest allied base.]
Procedure: To conduct an on-map survey, the survey ship must move (by Operational Movement only) to a hex which does not contain a planet, base, or colony. It must take no other function for one entire game turn, at the end of which (in the Economic Phase of the next player turn) the player receives one EP (subject to a percentage reduction by Economic Exhaustion). If the survey ship (or its fighters/PFs) participates in combat (even against a raider or pirate) no EPs are gained from the survey.
Restrictions: No more than one survey ship may survey a given hex in a given turn. No hex may be surveyed more often than once every five turns. The Romulans cannot conduct on-map surveying of “the new provinces” (603.15) until they have been explored.
