(625.597) Special Bases and Planet Dispositions: Klingons are listed as adding a STX to 1502. This is deep in Kzinti territory.... The Kzinti are *also* listed as adding a STX to 1502. Is this just a bad duplication, or should the Klingons have a STX added somewhere else? - James Lowry 12/14/2011

A clarification on (625.22).
In some cases, a given NZ cordon stops short of a given neutral zone's full length; for example, Cordon Bravo stopping as far coreward as hex 3908. Do the PEZs and CEZs surrounding the cordon lines extend into these unoccupied NZ hexes, or are they only on one side or another of a given cordon line?
(To stick with the eample of the cordon hex in 3908; does it impose a PEZ on hexes 3807, 3907 and 4007, and CEZs into hexes 3707, 3806, 3906, 4006 and 4107; or do the zones of enforcement only apply to the hexes perpendicular to the cordon line which hex 3908 is at the coreward terminus of, i.e. with PEZs in 3808 and 4008, and CEZs in 3708 and 4108, with no "rounding out" of the cordon areas?)

Hexes 3909/1906/1215 would be treated as PEZ hexes and hexes 3808/1905/1316 would be treated as CEZ hexes BY THE ISC in this scenario; the other empires treat these as traditional neutral zone hexes or Vudar territory as appropriate.

Understood about the Cordon Foxtrot zones; but to clarify, have the listed areas for cordons Bravo and Delta been adjusted?
(Based on the numbers above, Cordon Bravo should stop in hex 3910, and Delta in hex 1907. However, my revision of the book has them continue on to 3908 and 1904; which would make hexes 3907 and 1903 PEZs, and 3906 and 2002 CEZs.)

The ISC neutral zone EASEMENT is one hex wide between former General War ENEMIES (Klingon/Lyran & Klingon/Vudar zones included); see (625.22). Their Pacification Charter for their neutral zone Pacification transit network didn't include 3808 or 3909; these are simply looked at by the ISC as CEZ and PEZ hexes respectively and as standard and by-in-largely un-enterable neutral zone hexes by the Gorns and Feds during this scenario.

(625.E433) Kzinti Base and Planet Disposition: This rule has all Kzinti bases along the Federation neutral zone as destroyed. However, when last seen (Winds of Fire, Y181 (617.B1)), the Kzinti have already rebuilt 1902 have the standard two PDUs back on 1802, and have a MB in 1803. (And another BATS and MB on the actual Klingon neutral zone, but they would be much less likely to survive.)

I am guessing that for (625.A511) and (625.B511) the income on Y188S should have been the same as listed for Y188F (i.e., 10%) which would make the total 100%. The income from the cordon scenarios in Y188S is: A=0%, B=0%, C=10%, D=20%, E=20%, F=20%, Y=5%, Z=5% for a total of 80%. For Y188F it is the same except cordon A and B both have 10% income. (624.27): The Inter-Stellar Concordium is at a peacetime economy for the duration of the Gathering Winds scenario. According to (431.21) in F&E 2010, an empire can build a mobile base in addition to its scheduled production "if at war". However, in this case, the Y168 ISC OOB in (624.43) has only six pre-constructed MBs available, yet has twelve on-map BATS locations to attempt to place bases into. Should there be an exception made for the ISC allowing them to build MBs while at a peacetime economy, or is there a pre-existing detail which I may have overlooked? Gary Carney 22 January 2014.
(624.43): The set-up areas for the Second, Third, Fourth, Fifth, and Sixth Fleets include the outer ring of provinces (6003, 5903, 5604, 5306, 5209, 5211, 5413, 5716, and 6016) which under (624.22) have yet to be integrated into the ISC. If the deployment areas are left as-is, the ISC player would be able to get a "head-start" on capturing these provinces by simply placing his ships from the relevant fleets there at setup. Is this intentional, or should the ISC start from within its pre-Y168 territory instead? If the latter, I may suggest the Second Fleet setting up in provinces 6005 and 5905 only, the Third in 5606 only, the Fourth in 5409 only, the Fifth in 5713 and 6013 only, and the Sixth in 5411 only. (624.3): Over in (625.3), it's noted that the Pacification scenario begins with the ISC Player Turn on Turn #1, and ends on the Non-Aligned Player(s) Turn on Turn #10. But in this earlier scenario, whose Player Turn goes first: the Gorn/Romulan side, or the ISC? The notes in (624.26) only refer to the order in which the Gorns and Romulans alternate their movement in their shared Player Turn. But there is a line in (624.261) which states that the Romulans and Gorns "are for the purposes of convenience considered the Alliance". If that means the Gorns and Romulans move in the Alliance Player Turn, does the ISC then go first alongside the Coalition? (This would also be worth noting were this scenario to be played alongside The Wind.) Gary Carney 22 January 2014.

(625.E433) There are some disagreement between ISC War and Winds of Fire (617.B1) as to what bases are still standing. In WoF the Kzinti have rebuilt BATS in 1704, 1902, and 1805 and have MBs in 1304, 1605, and 1803. Additionally, the additional defenses at Kzintai and the rest of the 1401 planets aren't mentioned.
