RAID POOL: The rules are silent on the size of the federation raid pool, and whether or not that is increased in size.
My recommendation would be at a minimum give them the expanded re-pool from the beginning, but a case could be made for it to be x2, x3, x4, or even x5 the size of it. Thoughts?

DEPOT: The rules are silent on the number of the Fed Depot Level Repair Tracks, and whether or not those are also increased in number.
No recommendation here, but a case could be made for it to be x2, x3, x4, or even x5 the size of it. Thoughts?

ACTIVATION of DN: Typically for federation early war, the early DN is an activation, not a production cost. This should probably be confirmed and spelled out in the rule for production. NOTE: The coalition in this scenario also have activation costs for the early DNs, specifically the Hydran PAL under (442.51) in the scenario is addressed to use activation early cost, same for all? Feds get x5 of their DN (10 AF model) at the discounted rate, right?

BATTLESHIPS: Battleships are part of the normal general war rules as well as the federation reaction rule mentioned in the scenario.
After reading both Federation Reaction (318.3) and Battleship production rules again, The Federation may start production of Battleships on Turn 5 (Fall of Y170). The first Federation battleship(s) is/are produced via direct build 36+ fighters over 4 turns, subsequent battleships are produced via die roll method from my understand of the wording of (318.31). The Klingons could start battleship production on Turn 2 (Spring of Y169) via die roll based on the assumptions above. Ruling for other empires would be needed as (436.4) would create a conflict with (318.3) and conceivably put the Federation at a disadvantage. The Fed BB production is at the increased rate x3 (or x4), right?

MINOR SHIPYARDS: Would minor shipyards, or minor conversion facilities have a modified earlier availability date being this is an "all-in" scenario?
Would the Fed total limit of MSY be increased, if so would it match the level pf production x3 (or x4 w/ISC)?

GORN OM (Mothball) SHIPS: Would these be activated by Die roll and an EP cost per the original rules or should this scenario allow for the Gorn Player to
A) Choose any of the ships pull them in 1/turn with Activation cost paid (so all activated by T6)
or
B) Pull them all in during Strat Movement like the Western Map side players on Turn 2 (would this be free or activation cost paid?).
KLINGON: Tholian Border Squadron. This fleet doesn't normally redeploy until T2 like the other Western map side players. Would this be amended (accelerated) for this scenario as available on T1C?

The F-14/F-15s: Yes, I was talking about the planet and base bonus fighters. I read you on "No advancement in chronologic order". Follow up: Would they also be increased in limits/production when available? What level is it x3 (x4), or x5?

As to the availability of Federation Counters. I was able to assemble starting forces for this scenario without much trouble.
The things I am lacking can be made up without too much issue.
These were:
5xCLH, 6xFHL, 13xFFT, 8xFXP, 6xREPIAR and 9xCS (mothball), I am short about 35 Prime teams
The Mothball ships can be an excel file so should not be an issue until needed and could either be purchased or substituted by some blank counters.
All of the others can be subbed.
I will use Orion PRIME TEAMS to help get me closer to the 75 limit (Fed + Orion for me = 40 of 75) the rest can be supplemented with blanks. Unless SVC has a bunch of single Marine Assault sheets sitting in the back stock (I usually would buy these as spares when they dropped the price on them)
I believe I have everything else listed and even some extras for production. I did have to use some old group counters to get there. 3xCA, 3xCL, 3xDD, etc.

The Fed does begin with 4xPOL on the OOB so quintupled that means 20. I would assume the limits would also be to match and production rates (call ups) would match. Correct?
If so I would need a few POLs as well though I can supplement them with the generic/Selt/LDR I have. [Same for DIPs since you also mentioned them as being increased]

I found most of the the answer to that last rule tucked nicely into the existing rule (632.53).
It says the POL production limits are not increased so they still follow the original limits and call up rules of 2 per turn plus 1 FLG or Police Carrier (with their own limits) found on the Original OOB/Police rules, right?
