Under the current rules, 5 ships are worth 1 VP. I think this is too few. For instance a single BATS is worth 5 VP. Other than VP counting, it's difficult to imagine a situation where one BATS is as valuable as 25 ships.
Proposed rule:
When counting VP for (603.3), count one VP for every two ships, rather than the current rule of one VP for every five ships.
As a further illustration of why I think this is correct, consider the case where someone self-kills 300 ships in order to capture a capital on turn A34. At any other time, this would be madness. But on turn A34, it would be worth it. The 300 ships are worth 60VP, versus 100VP for the capital. Additionally, capturing the capital might deny the other side the income VP for its planets. If a base is also killed in the process, so much the better. Under the current rules, this would clearly be a good move, gaining perhaps 40-80VP all considered.

The rule is just fine as it is. Bases control territory. Bases extend supply. Bases are hard to build and easy to kill. The current ratio of ships to base is correct.
