Steve,

To answer the question there are two Orion bases in SFB, one is a pirate base, and the other is a government base. There is a reference in the Orion SIT "Pirate bases cannot be converted to government bases"

Orion bases at E6 and F6
These show factors 5-10, but the SIT has 6-10. I am not sure what the original counters had, if there were any Orion bases at all. Did I just typo the old countersheet when I rebuilt it? Or did I typo a new counter?

The 'government' base stations are the standard Federation bases on the F&E in Orion territory when the enclave goes neutral in the pre-GW era or are constructed by the Orion Enclave during the GW period.

The 'pirate' base stations are the cartel bases that swap-out the phaser-fours for phaser-ones per R1 SSD Book page 60.

Both types are in the Orion SITs.

Further clarification to Chuck's reply. The 2017 SIT does show Pirate Base Station with the factors of 6-10 on the non-crippled side. Looking through my Orion counters and my saved images of counter sheets across different products, I do not see any Orion Bases at all.

Recommended Counter Replacement

KILO Hydran AH for PGG

RATIONALE:
A. The PGG fits better in the product that carries troop ships.
B. There are 24 AHs in Basic Set plus 5 in FO on (Sheet I&J) for a total of 29 in the boxes.
C. This AH is a legacy of the conversion from carrier group counters and is now unneeded for this product.

KILO: H-20: ADD Hydran PGG: factors 3-7*GG/1-4G

To follow up on the Orion "pirate" bases in slots E6 and F6:

Should these counters have their respective "C" factors kept in place, or have them removed so as to leave it at the discretion of the Orion player(s) to decide whether to install them or not?

While one might perhaps expect Orion bases in (or adjacent to) Romulan space to have a higher-than-average access to cloaking devices, my understanding is that the majority of such facilities across the Alpha Octant do not have cloaks installed.

On a side note: are there enough "generic" mobile base counters currently in print elsewhere for a would-be Orion Pirate campaign to use, in order to deploy these "pirate" bases in the first instance?

Or, indeed, for the Orion Enclave to use in order to consider deploying "government" bases, when operating as an independent neutral power under (533.4)? Or is the Enclave permitted to use Federation mobile base counters?

With the campaign-conjectural TG and SLT being offered over on Countersheet Sierra, it might one day be worth clarifying the means by which the various Pirate Cartels actually build and deploy these bases. Although, the Cluster Cartel might be worthy of further consideration over in Civil Wars, due to its bespoke "home" position inside of the WYN Cluster.

As well as to revise (533.4) itself, so as to more fully integrate these new tools being provided for the Orion Enclave on both Countersheets Kilo and Sierra, should it be pressed to to bolster its fixed defences during the General War - or, perhaps, in the midst of a later armed conflict.

KILO: F-18: HFR-Pk: CORRECT FRONT designator to read HFR-Pk (not HFR) as this is a pack and should follow the same pattern as the other packs around it (example: XX-Pk).

KILO G-20: PGZ: The FRONT side compot should be 3-7 (not 0-4).
FEDS: Concurs.

KILO H-09: SBA: The Front side is missing the scout symbol. It is on the back of the counter.
FEDS: Concurs.

KILO H-09: SBA: To be consistent with other SFG counters, the middle row should have an "A". See G-8 to G-10 and H-8. Note, the SBA is (R3.100) which is a Starbase with Stasis Field Generators, and a "plain" SB is reference (R1.1-R3).
FEDS: Concurs.

KILO I-18: FTH: The CRIPPLED compot be 1-4 (not 2-4).
FEDS: Concurs.

Kilo J-05 & J-06: I think the front counters are swapped. J-5's back counter is the F5W, and J-6 is E4C.

KILO: L-19: CONVERT from BSX to BS with front factors 10 (not 16) (keep the mid-factors 6P*). CRIPPLED compot to read 5 (not 8)(keep the mid-factors 3P*).

Rationale:
This covers the for the most common types of BS's: null/with fighters/with fighter & PFs plus the full-up BSX.

Is it possible on the uncrippled side for K-20 (the BS with 6 fighters) to move the Scout diamond to the special symbol line or is there a space issue when the silhouette is added?

(I know we cannot see the counter complete with images so maybe this is why.)

I only ask because there seems to be room with the other BS/BSX types for (6P diamond).
