This proposal is based on the Alt-1 Timeline in "Shadow of the Eagle", i.e. the timeline where the Gorn raid fails and the Romulans develop tactical warp much earlier.
Since "Shadow of the Eagle" specifically says that the Alt-1 Romulans did not develop the New Series ships any faster than their historical counterparts, I used the MSIT and the comparison tables in the "Eastern Sunrise" OOB in "TacOps" to determine how best to replace the Kestrels with additional Old Series ships (with two exceptions) while maintaining ship count and COMPOT as much as possible.
Klingon OOB Modifications:
The Treaty of Smarba in the Alt-1 Timeline was just an exchange of technology. The Klingons never sold the Alt-1 Romulans any ships; add the following ships to the Klingon mothball fleet: 3xD7C, 3xD7, 15xD6, 15xF5, 12xE4, 2xTGB.
Romulan OOB Modifications:
Due to not having to refit the Kestrels, the Alt-1 Romulans were able to devote considerably more resources to rolling out the improved engines for King Eagles and Queen Eagles. The Alt-1 Romulans have no limit on the number of King Eagle and Queen Eagle conversions they can perform per turn (except, of course, for money and conversion capacity).
Adjust the YIS dates as follows:
• BEV: Y165
• KEV: 169
• SNE: Y169
• QE: Y168
• All QE variants: Y169
• SPS: Y168
Replace the Kestrels in the Romulan OOB as follows:
•Replace the KC9R with the DMH.
•Replace all KRs with QE’s.
•Replace all K7R’s with KE’s
•Replace all KRC’s with VUL’s.
•Replace each K5Q with 3xBH.
•Replace all K5S’s with SE’s.
•Replace all K4’s with SN’s and replace the deliveries on the PWC schedule with SN/SNB conversions.
•Replace all KRT’s with SPH's.
•Replace all KRMs with FAL’s.
•Replace all KRG’s with QCE’s.
•Replace the KRE conversions with WE/QPE.
•Replace the KRS conversion with WE/QSE.
•Replace the KR>KRV and 2xK4>2xK4D conversions with WE/KEV and 2xSN/SNE.
For the purposes of 603.15, the Alt-1 Romulans only have to explore province 5718 and planet 5619. Deploy the Romulan Survey Detachment (SPS, 2xPE) on SB 5318.
If desired, the “Fleet of the East” can be created as follows:
Fleet of the East: Deploy in provinces 4810, 4912, 4813, 5115, 5117, and 5517, and/or at SB 4812. VUL, KE, 2xQE, 4xWE, SE, 3xBH, 2xSN, 2xSNB, 2xFAL, SPH. The North Fleet loses QE, 3xWE, SN, SNB, province 4810 and SB 4812, but gains province 4110. The West Fleet loses VUL, 3xWE, SN, SNB, and province 4110. Home Fleet loses QE, 2xWE, 3xBH, and SPH.
The Alt-1 Romulans built a few ships that were merely conjectural for their historical counterparts:
Queen Eagle Medium Carrier (QEV); 2-8 (5)/1-4 (2.5); CR: 8; YIS: Y169; QE (3); from BEV: 1, from WE: 3+10; for WE: 8+10; salvage value is 2 EP’s.
King Falcon Heavy Mauler (HFA): 11+/5; CR: 8; YIS: Y169; FAL (3); from FAL: 3, from KE/QE: 5; from WE: 8; for WE: 11; salvage value 2.2250 EP’s; Mauler; Shock Variant (Roll: 5-6 on D6; non-shock attack factor= 0)
Screech Owl Heavy Scout (QSE): SIT is in TacOPs, except that YIS is Y169.
Snipe-C Battle Frigate Leader (SNC): 5/3; CR 4; SN (4); YIS: Y170; from SNB: 1; from SN: 2; for SN: 4; 1
The Alt-1 Romulans built the Firehawk Fleet Tug (FHT) and Sparrowhawk Light Tactical Transport (SPT) in addition to the SPH and copied Klingon pods. Due to the way that they are designed, the FHT, SPT, and SPH can either carry one active pod or two inactive pods. Romulan theater transports can move but not use one pod. The FHT can carry two heavy pods but is treated as overloaded. The rules for Freight Eagles have not changed. The FHT can be substituted for OR converted from an FH once per year. Although both the SPT and SPH count against the LTT production limit (once per turn) the SPH can be produced once per turn, while the SPT can be produced once per year. The SPH remains a restricted unit, while the SPT is an LTT in all respects, and the FHT is a tug in all respects.

The Alt-1 Romulans have the ability to share pods with the Klingons, Lyrans and other empires that have copied Klingon pods--except for Battle Pods, Scout Pods, Drone Pods, and Space Control Pods, which cannot be shared.
Gorn OOB Modifications:
The Alt-1 Romulans had the same border conflicts with the Gorns, but although they were roughly the same length, they were much bloodier. As a result of this change, the Gorn were forced to devote more resources to their military, with the following consequences:
•Add 1xDNE to the Home Fleet, 2nd Fleet, and 6th Fleet.
•Ignore the activation rule for 7th Fleet; these ships have already been modernized and arrive by strategic movement on the second turn that the Gorn are at war with the Romulans.
•The Gorn PWC for turns 1-5 uses their Peacetime Construction Schedule but keep the original fleet assignments. YIS dates are adjusted accordingly.
•The Gorn are released from all their special carrier restrictions and may produce one CVA per year in addition to their normal carrier limits.
Federation OOB Modifications
After the slightly longer and much bloodier Second Federation-Romulan War, the Federation could no longer regard the Romulans as a “containable threat” and was forced to prepare for the prospect of a two-front war much sooner, with the following consequences:
•Add the 3xCL in the Home Fleet, Third Fleet, and Sixth Fleet to the Mothball Reserves; replace them each with 3xDD.
•Ignore the rule about the Fifth Fleet detachment; the increased threat posed by the Romulans in this alternate history meant that the Fifth Fleet was now regarded as an essential reserve to support the Sixth Fleet.
•Add 1xDNL to 5th Fleet as Turn 4 PWC. The fifth DNL was only conjectural in the historical timeline because the Federation could not spare a DN hull once the General War broke out; but in this timeline Starfleet has just enough extra funding (due to the increased Romulan threat) to squeeze out the fifth DNL using the CVA slipway, which is also why it was sent to Fifth Fleet.

The Demonhawk is a modular design, using both heavy hawk modules, and a Skyhawk module. Wouldn't Condor/Phoenix class ships make more sense?

Primarily, the DMH is a CNJ never built unit in SFB. Eastern Sunrise changes history, with faster introduction of 3rd Gen ships, making that a reasonable change. With faster production, things like DMH may get enough work done on them to make them a practical design, as opposed to a nice idea, we do not have time to work out. Think pre-WW1 British P-14s, if WWI had held off a bit longer, the UK would have started replacing SMLEs with the P-14.
In this time line the Romulans field useful 1st gen upgraded to warp designs longer, faster production of 3rd gen ships does not appear to fit this timeline, note the author states that 3rd gen come on at the same point in time as they did in the primary timeline. The production of a CNJ variant seems unlikely, particularly for a unit that was fielded in 171, the year the Romulans join the war. CONs are in production at this time (for a year). Now, if the CONs are replaced with DMHs, it makes more sense.
Going DMHs only for DN designs should massively simplify Romulan SC2 design, and maintenance. It would also lead to new DNL, BB, and BBL designs.
As an aide, I think the DMH is a more logical design for the Romulans, than Omni or Mega Hawks, the Omni/Megas appear to be a "Well the Romulans need something" designs, and not organic to the Romulan design process.
At least in my opinion.

A "Fast DemonHawk" would basically be almost indistinguishable from an OmniHawk, except for the "hot warp" engines.
A "Heavy DemonHawk" would have the same factors as the Heavy Condor; the "Mauler DemonHawk" would be non-modular and have the same factors as the Mauler Condor.
For the BB and BBL, use the same stats as KCN and KSH and treat it as a DMH that can carry an extra module.
