Strong Tholian webs give the Tholians increased opportunities to fire at the attackers designated as “in the web” with greater effect, and reduced opportunities for the attackers to fire back. Keeping their webs heavily reinforced is expensive and only done during combat or when combat is eminent. This suggestion is meant to reflect this.

(512.21) Strong Webs: After the first round of combat in a hex with a Tholian planet or base (BS, SATS, STB, SB, SFB), whether an Approach Battle (302.22) or a Base Battle (302.23), if the Tholians put into the next Battle Force 3 or more Tholian ships with a total value of at least 20 for their defense factors, the webs are considered heavily reinforced (Tholian web tenders use the larger of their attack or defense factors and double them for this calculation). If the webs are heavily reinforced, double the attack factors and defense factors of all Tholian and allied ships, fighters, and PFs in the battle force for this combat round. The doubled attack factors may only be used against enemy ships designated as being "in the web" (512.31).

(512.22) If there are Seltorian web breaker units in the attacking force, after determining that the Tholians retain the benefits of the web per (326.21), they need to determine if the web is heavily reinforced or not. The Tholians subtract the sum of the defense factors of the Seltorian web breaker line units (326.214) from the sum of their ships' factors per (512.21). For Seltorian size class 1 ships, use their attack factors. If the difference is at least 20, the webs are heavily reinforced.

(512.23) If the Tholians lose the benefits of their webs per (326.21), and then reestablish them on a subsequent combat round, the webs can not be heavily reinforced until the following combat round. The same is true if a subsequent battle hex is formed per (302.75).

I'm thinking that in (512.21) above that "Strong Webs" should be "Heavily reinforced webs" for ,consistency. Also I'm thinkithat the benefits of HRWs should extend to all mobile units.

I think that webs (the most complicated rule in the game) are fine. I also think that picking one rule and making it stronger would upset the balance of the game.

The Tholians are hard enough to deal with already, especially after the change to rule (512.31) in CL52 preventing the scouts in the battle force from pulling double duty as tow ships.

I didn't think the idea would get much traction. It was fun to try. It's always worth submitting suggestions.
