What if the Romulans concentrated all of their ships of a particular "generation" into the appropriate specific fleet? The Federation border would get all of the KRs, the Gorn border would get all of the 1st Generation warp-refitted sublight ships, and the capital would get all of the new 3rd generation ships, and leave the Patrol Detachment alone.

The fleets would look something like this.

Home Fleet: 3*CON, 3*SUP, 3*FH, 19*SP, 3*[SPB+2*SKE], 3*SPC, 10*SK, 3*[SKB+SKE], 3*SKF

Fleet of the North: 9*KE, 18*WE, 3*SE, 3*FAL, 2*[2*WH+2*BHE], 9*SN, 9*SNB, 2*[3*FE]

Fleet of the West: K9R, 3*KRC, 3*K7R, 6*KR, 3*KRM, 2*KRT, 4*K5Q, 3*K5S, 9*K4

Patrol Detachment: 2*SP, SK, 3*K4, 6*WE, 4*BH, 3*SN, SNB, SE

Again, I'm only using the base game. If you use all of the additional supplements, you add a couple of more Dreadnaughts in the form of Vultures to the Gorn border.
