Notes I have so far. These are not formal rules. Any given note may or may not be part of the final rules.
SPECIAL COMBAT RULE: DISPLACEMENT DEVICE
Note about use of DisDev in RTN movement
Special combat effects for disdev, pushing one enemy ship out of battle force.
Protect one sat ship that is targeted by DirDam?
Note about limitation of two DisDev ships using Disdev in one battle.
Only two ships in andro battle force can use DisDevs. Written notes.
Allows Andros to only attack part of the enemy battle force? Could this be represented by giving galactics a die roll or combat intensity penalty? To balance 140-point X-Fleet against AndroMax120?
Edward Reece: Displacement Device: It should be able to, reduce combat effectiveness of a target ship, prevent a stasis ship from functioning, save a ship from directed damage, disrupt an echelon formation by displacing the core ships. It should have a 1 in 6 chance of failing.
Scott Tenhoff: cancel ISC wavelock?
Douglas E. Lampert; allow extra directed damage attack

To expand upon a note left in the "main" thread, I would suggest that each individual Displacement Device aboard a given unit be given its own "factor".
As in, a Recon Cobra would have just one "DisDev" factor; a Dominator would have four; and a Devastator would have six!
Regardless of which individual functions each factor can be assigned to in the course of a given battle round, I believe that, just as is the case in SFB and FC - and as was dramatized in the Darwin story from Captain's Log #54 - the more DisDevs a given unit has installed, the greater the tactical impact said unit should have when making use of them in combat.
