The problem is that ZULU needs to go to press. We cannot schedule the release of CIVIL WARS until we know when ZULU will arrive in the office in printed form.

I took a closer look at the color shifting and recommend a small change. I also took the time to do a larger review of the counters in discussion and the YIS dates.
Before swapping anything left and right:
Swap III-R with II-R: trust me here.
“TRUST ME HERE” IS NOT AN EXPLANATION OF WHY YOUR IDEA IS BETTER.
THIS SWAPS TWO ORANGE BLOCKS, ACCOMPLISHING NOTHING.
Then SWAP Block-I-L with Block IV-R to bring all four Kzinti rebels into the top 2/7 of the sheet.
BUT IV-R IS A YELLOW BLOCK, AND DOES NOT MOVE ALL FOUR ORANGE BLOCKS TO THE TOP.
Swap III-L with VII-R to bring all of the yellow counters into a single block.
BUT IT DOES NOT DO THAT. YOU STILL HAVE A YELLOW BLOCK IN I-L.

Whew! This fills out all ships suggested in YIS model, keeps IND Ftrs, and makes small sacrifices in numbers that do not negatively affect the Civil Wars product scenarios in any way.
Such as giving up my desire for the 2nd L-reb CW and DW. 
Sorry i didnt put it in a table, i was out of time today.
Frankly, I would rather never have tables for line item reports. I prefer what Lar just did (although nobody needs to be assigning specific boxes; you cannot assume I will agree to your suggested deletion and that could cascade your whole report into the trash). Tables could be useful for something that’s going to be used by customers over a period of years. If I am going to use it and then delete it, text is much better.
At risk of digging a deeper hole with the shovel I’m already using, and keeping in mind there is no one way to solve this.
I’m going to offer one possibility.
Move the Crown Prince and IND Ftrs to A/B-5
Move the L-Reb ftrs to K/L-19 (drop the LaserPointer/CV)
Move the 10 Hydrans to A/B-6 through A/B-10
(Rationale: white creates a buffer between Yellow and Green)
Drop the SBA (already printed) and SFBA (move to Andro) frees two slots
Move the BS E-6 to F-9
Move the STX F-6 to F-10
Move the two Orion bases G/H-20 to E/F-6
(Rationale: consolidates Blue and black into one block)
Change L-reb BS and BTS : K/L-5 to Tholian BS(0) and BTS(0). (As agreed previous)
LReb move MB-N L-10 over to L-18 (drop the FCR) and (drop STB6 L-8) to give Roms (red) GHT and K5F. (Slide remaining L-Rebs to free slots)
(Rationale: consolidates Red and Purple into one block)
Left side is completed, on to the right.
Move Z-Reb APT / PTR from G/H-19 to A/B-16
Leaves 8 Orange slots for Chucks suggested add of Kzinti Rebels (Orange) in priority order: FTL, FTS, LAS, SAS, FHL, LAC, SAC, (plus 1 of something if we want)
(Rationale: consolidates Orange into one block)
Move the Rom-Reb GHT / K5F from G/H-16 to G/H-19 (leaving a block of 4 in between WYN and Reb-Roms).
(Rationale: consolidates from four to two colors in one block, could provide 4 more yellow or pink or split them)
What this leaves is the discussion about the rest of the L-Rebs and whether or not (and which) to swap out the existing for Lyran Rebel: suggested in priority order: LAS, SAS, LAC, SAC.
(Rationale: All these unit fall within the Lyran Civil War/4PW era.)
Oh and some yellow counters yet to fill on Zulu (right)

Today is infusion day and the doctor said not to work. You have until noon Tuesday. We need to get this countersheet done and sent to press, since it will take time to get printed sheets back. When I have an ETA, that will be the drop deadline for the rulebook to be FINISHED.
Ryan, when we finish the counters there just might be space for the Selts and that ISC DDX thing and that might mean we need a scenario for after the war of return when each of the three neighbors might want to take a go.
Purely a cardboard counter addicts opinion but if we are going to remove L-Reb bases freeing up space, I would add back the specific JGPs that fit the YIS dates.
No one with our 'condition' ever needs another HDW/JGP/LNH/KNH modular unit with a white box.
Also the SIT dates for all bases with fighters, plus SAV and LAV dates needs to be updated to reflect proper fighter introductions. I understand the bases, but not sure how the SAV/LAV dates even came about.

Answering various questions:
Are the PFD and FSD counters at G13 and H13 needed for some scenario-specific reason?
No. FSD & PFD inside the WYN are footnotes as by barrier rules they do not support anything outside the Cluster. Recommend delete both or at least double side it FSD/PFD to save one space.
NOT AN SVC QUESTION. I INTEND TO KEEP THESE. IF THEY ARE NOT ON RYAN'S OB DOCUMENT, THEN RYAN BLEW IT. THEY NEED TO BE. THEY CANNOT BE BACK TO BACK AS THE WYNS NEED BOTH AT THE SAME TIME.
L-Reb DWT: This is a transport, not a warship. Are you sure you wouldn't rather just have a DW?
I would like a 2nd DW as we only have one plus the recommended DWL. The L-reb DWT is available in the time period however so feel obligated to get it on the sheet.
