Thanks for consolidating the reference pages of this sheet. It was getting a bit confusing jumping back and forth to find what changed.
Agree with the grouping of color.
For the DIP-COUNT discussion maybe put them back to back to save a slot. Also DIPs cannot be crippled so we could do it.
I was thinking sonething similar for the USURPER and CROWN counters but maybe with ADM on back. MMG crossed my mind but those can be crippled.

Schedule update.
Sheet needs to go to press ASAP due to exhaustion of stocks of boxed game. We are already a week behind schedule. Back of sheet cannot even be started until lockdown of front.
It will take three or four weeks to get counters. Rulebook WILL go to press the day they arrive regardless of staff completing their work. One staff officer will be executed for each rule book mistake found after that point.
For extra fun, I will be out of town Friday, Saturday, Sunday (Tomorrow, back at desk Monday) as Leanna wants me to drive her to horse show in Fort Worth. Turns out Uber would cost $6,589 to drive her.

I finally got a chance to discuss the concept of "being able to maybe split the sheet in half and sell the two halves as different spare parts, all while including the whole sheet in CIVIL WARS."
The result of this was "Jean's lunatic plan that just might be genius."
Her plan is this...
SHEET ZULU
Delete the Fed, Klingon, Imperial Rom, Hydran, Orion, ISC, Tholian, Gorn, (and maybe Kzinti, Lyran, and LDR) counters. Replace with more copies of rebel bases but these would be yet-another previously unpublished configuration of bases and fighters and gunboats".
SHEET BASE TWO (BUFFALO)
Take the left half of Zulu (the right half would be a standard basic set bases sheet) and delete the Z-Rebel, L-Rebel, R-Rebel, and Wyn counters, and replace those with new configurations of bases for the boxed set empires.
The work to do this would be (not zero but) fairly easy and straightforward, as I would be cloning existing counters and adding a fighter or gunboat marker.
Before we make a decision, I need staff and consumer weigh-in.

To amplify info…
Take the last ZULU, remove Feds, Klingons, Gorns, Tholians, Orions, ISC.
Leave rebels.
Maybe keep Lyran, LDR, Romulan, Kzinti.
Fill empty spots with more bases (different configurations) and or ships for the rebels.
To create Buffalo, take the left half of Zulu, retitle it BUFFALO, remove the rebels, add more configurations for the boxed set empires.

Throwing in a few options from the peanut gallery...
If you're open to more mercenaries, the Orion could also use a DWG and/or BRG (e.g. a DW or BR that fills its main hull option mounts with barracks). Currently the only Orion troop ships are the VIK and HDWG, and I have to imagine at least some space pirates would want to be equipped for ship capture and ground raids. DIFFICULT, BARELY POSSIBLE, NOT SURE IT'S WORTH THE CHAOS IT WILL CREATE. BUT MAYBE IF THE STAFF ENDORSES IT.
Also submitted for consideration (I didn't find these elsewhere, but possible I missed 'em):
Kzinti Rebel PV - POL and FLG are already present, this rounds out the police force. DONE.
Kzinti Rebel CVD - A very good conversion from the Kzinti CVL, which does have a rebel counter. WILL DO TOMORROW.

Thank you to all involved in getting this countersheet to where it is at present - to include finding room for all five WYN-Seltorian hulls!

Alas, I've been away from the boards at precisely the wrong time.
But, if I were to make one super-last-minute suggestion here, it would be to replace the WYN frigate in slot L13 with a would-be WYN "IDD".
Rationale: my recollection of the R-section data in CL37 is that, when the ISC destroyer hull that became the historical IDX was captured, the WYNs themselves were the ones to install first-generation X-technology into the ship. (Apologies if I have misremembered the R-section note in question.)
In which case, it might be an option to permit the WYN player to choose to operate this captured ISC hull as a non-X-ship - or, perhaps, to defer the installation of X1-tech upon it until a later date.
That said, if my recollection was in error (as in, the WYNs had captured an ISC DDX from the outset) - or, if it's too late a juncture to cook up a set of factors for this would-be "IDD" - well and good.
