It would be mapped as follows:
"Selected BIR" of a single player: their die roll minus 1. So 0 through 5.
"Total selected BIR": The actual total BIR. So 0 through 10.

A couple of possible LDR Balance options
(653.14) LDR Options
A. Sector Base Construction (Y175) (TBD): The LDR obtained plans for the Lyran sector bases from various Lyran nationals sympathetic to the LDR cause. Beginning in Y175 they may upgrade their bases to sector bases subject to all other rules.
B. Star Base Construction (Y176) (TBD): The LDR had access to all of the Lyran ship and base plans at the time they broke off from the Lyran Empire. Beginning in Y176 they may upgrade their bases to star bases subject to all other rules. Requires the use of balance option A.
NOTE: I do not have a good idea for how many balance points these two options should cost.
This provides exceptions to (714.22) which has the restrictions on the maximum size of the LDR bases.

The STB I can see, but not the SB. Requires too much cash and the LDR runs a thin edge. It get a little worst when X-tech comes into play since the STX requires 50% more XTP than the BTX (plus 50% more EP).
I recommend stopping with A for a cost of 2 [(653.11K) adds two BTS in Klingon space for 8 and (653.11M) upgrades the Hydran border BTS to SB for 10, this is just the plans and the LDR still has to come up with the finances.]

The cash could be transferred by any ally who wants to help if they want to do so badly enough. Keep in mind they have a lot more money available to them than the Vudar do in any given turn.

I think the LDR just can't build those, the dont have the capability. The Lyrans could do it for them, perhaps.

The only way I could see the LDR managing to build a SB is as a vanity project, sort of like the Klingon B-10.

The LDR in many ways is like the Old Tholians. They have access to plans of existingps at the time they broke away. Just as the Old Tholians had access to the Neo-Tholian ships, but couldn't build them for the lack of the shipyard to do so.
Like the Tholians, the LDR does not have a full sized tug. This puts a limit on what they can do. Sure, they can build 3 FFTs or DWTs or even convert 2 DDzs or 2 CWs to LTTs so that they could do a BATS to SB conversion. The other thing they could do is convert their CA to a TGx, which is highly unlikely as they need as many combat capable ships as possible to defend their territory.

Several of the scenarios posted on these forums remove SFG's entirely, and so I am curious. If there was a "No SFG's" balance option, what would it be worth?
