Question: How does this proposed rule interact with (425.2)? If the player is limited to build -or- repair -or- convert, does this exclude conversion during repair?

Historically, this is exactly what happened in WW2 .
As the war progressed, new ships produced In west coast ship yards commissioned, and instead of laying down new hulls in the dry docks, they were used to repair damaged war ships. (One of the dry docks became known as the “Intrepid dock”, because the U.S.S. intrepid used it so often.)
Ship production in slip ways continued on the east coast U.S. shipyards unless the damage was so extensive that the repairs would be prolonged. (As was the case with the Essex class carriers U.S.S. Franklin andU.S.s. bunker hill.)

Slipway used for smaller ship: sure
Conversion during repair: always part of it, I just ran out of time before I had to go to a meeting and posted the incomplete file.
Rapid combat repair: no.
Multi-turn: no, just save the first payment in the bank and pay for it all at once on the second turn.

What if a shipyard could also be used to "resurrect" a ship that was "destroyed" and salvaged?

In my humble opinion that is why we already have depot level repair rules.
I would not support such a capability but that call belongs to ADB.

Maybe it can shorten the time and/or make it cheaper to do the Depot Level Repair.
