Looking through Module J2, it is stated that Heavy Bomber Bases are available once Heavy Bombers are available. Now consider that both the Federation and Gorn Confederation have the B-52/G-52 available very early (compared to other empire's Heavy Bombers). This means that they have a Bomber Base equipped with a phaser-4 and special sensor, while everyone else's Medium Bomber Bases do not, a distinct advantage on the defense.

Now, notice that you may deploy Medium Bombers in Heavy Bomber Bases (R1.46B), this allows the Gorns to replace their speed six G-52s, with Bomber-A/B/Cs as soon as possible.

The Gorns have truly become slippery as a snake, on the defense.
