I did an extensive spreadsheet analysis of the FEB a few months back... and I'm pretty certain that if you drop the delay on it, ...

The FEB hits harder than a disruptor, so the 16 impulse delay helps mitigate that a bit.

Just like the Koligahr Antimatter Cannon has a 32 impulse delay, which it should really retain otherwise it' ...
