In which impulse can a ship do Tactical Maneuvers?
Is it any impulse but only once per turn? If so can a ship therefore TM on the 8th impulse of one turn and the first impulse on the next?

Any impulse but only once per turn. So yes you can do a tactical maneuver on impulse 8 then again on Impulse 1. Of course, your ship must be Stopped to do this, so it's basically a sitting duck... Unless of course the scenario dictates that some ships are stopped - such as Repair Rendezvous (8KM).

The others have noted the rule.
As a side note, I've generally found Speed Zero is a bit more effective than Stopped. You pay for both and Accel and Decel and then turn in place. You can do it every impulse but of course you are paying double. You also obviously have the option to not Decel and move. |

Another thing you've go to remember is that a Tactical Maneuver always costs one energy point. For a small ship, such as one that has a move cost of 1/4, it is more efficient to accel/decel in place; you can do two of these maneuvers for the cost of a single Tac maneuver.
As has already been noted, you would not want to be at Speed 'Stopped' unless you had to be, or unless a scenario dictated it. Speed zero is always more flexible. The Tac maneuver really exists only to give Stopped ships a way of changing facing, albeit in a limited fashion.
One exception to this would be the 'Poor Man's High Energy Turn' as described by Pat Doyle in the latest Captain's Log; iirc it's also in another booklet as part of the 'Battleship Tactics' article. Don't know if I'm allowed to type it out here though..... _________________
