Am I reading it right, that you start with 2000 pts, but have to allocate 600 pts to the SB, so only have 1400 pts to spend on actual ships?

Also as the hydran, does the SB have to purchase its stingers as well?

For the Hydran SB, I would say they could choose to buy the fighters or not. Once the are bought, they would be "permanent", so no selling them off later to free up EP.

And the Tholan bases have weapons as listed in Comm #42? (removal of heavy weapons in favor of PH-4?

Pay no attention to the black hex in the northwest corner of the map. No pirates, monster or fleets of Juggernauts will enter the Arena from that hex. Twisted Evil

Actually, its just zone that can't be entered. (Devious, I know.)
