The Axion torps on the Frax submarines don't seem quite right to me. Sure, they are rather pathetic weapons, but I feel that the Frax should not have a photon-type weapon. So... Could you take of a sub's Axion torps for drones without a significant change in point value? Thanks.

Axion torpedoes are what they are. They were not changed in any substatiative way for Federation Commander. They work like they were designed.

There is not version of the submarine ships that are all-drone/missile. Ergo, there is no example with which to evaluate your question. That becomes a player modification. At that point, go with what you and your opponents feel is best.
