I just got my copy of Transports Attacked!, and while I haven't had a chance to actually play a game using the ships yet (That will change in a day or two), my first impression is very favorable. I can see many uses for these ships in scenarios and campaigns. I'm quite certain I'll get my money's worth out of this one.
As for transports being too powerful, it doesn't seem that way, at least not from examining the cards. Transports and tugs seem to me analagous to the old Indiamen that plied the sea lanes back in the days. These ships were much more heavily armed that a normal merchant would be, because their cargo was high value, so much so that it was worth the money to equip them with serious armament. While they were no match for a warship, they could discourage the average pirate or privateer.
