I'm sure this must have been asked before, so apologies in advance.

I've searched the forum for references to this, but found none.

In 2D2b, under the list of consequenses of a failed HET, there are no restrictions on weapons use. Does a Breakdown not stop a ship from shooting?

Ships may indeed fire after breakdown. Breakdowns are not as traumatic in Federation Commander as they are in SFB.
