I understand that any fire other than drones and ph3s blind scout channels.

If you degrade a ph1 or ph2 does this? ( to fire as a ph3).

If you down-fire a Ph1 or Ph2 as a Ph3, it will not blind a scout channel.
If you fire a single Ph3 pulse from a PhG, it will not blind a scout channel, though any subsequent pulse from the same Ph-G will.
