Playing Andromedans vs Tholians. A ship using evasive maneuvers moves into a web hex does the web hex cancel out the EM penalties and now allows said ship that moved into the web hex to fire in both the defensive and offensive fire phase? |

Evasive maneuvers stop the moment the ship enters the web hex. So, yes, it would appear that all benefits and restrictions of being under evasive maneuvers stops immediately at that point. That means the stuck ship may be fined on without penalty, and may fire its own weapons. _________________

If a Tholian ship is in the same hex as the web and a Lyran ship tries to use the ESG as a ram will the web absorb the ESG or will the Tholian ship be hit? |

Rule (5N2g) says, "[d]amage from an ESG Offensive Burst which strikes a target in a web is lost and has no effect on the target."
So the Tholian ship in a web hex is immune to an ESG. _________________
