One of my silly little projects was to put a name to every crewman on a starship (with the intent to later write a series of fiction stories about said ship). Because that's just too much work for any one person, and also because I'm just not good at coming up with character names, I decided to "crowd source" the project. I'll get the basics posted and then open it up for others to post characters of their own creations.

I have the ship's name and service history drafted up, and the setting figured out. The ship in question, a police cutter, has just come out of depot repair right after the Organian Treaty stopped the Second Federation - Klingon War in Y156. The ship will be assigned anti-piracy patrol duty southwest of the Capital Zone, stationed out of planet Antares-IV (hex 2610). This will be the "flight leader" of the five or six cutters stationed in the general region (stationed out of other planets or bases), so the crew is padded with a few extra bodies.

I would like a reasonable well-balanced crew. They should not all be super stars, nor should they be a band of misfits. Think outside the box and don't go with the stereotypes -- not all Vulcans are science officer, nor are all science officer Vulcans.

Here is the service history of the Police Cutter WPC Fletcher:

Regulations allow a limited number of Star Fleet personnel to be cross-assigned to Police Force units. On this particular ship, these are noted with (SF) after the rank. The doctor and nurses do not count against the limit, so one or more of them may also be Star Fleet.

The cutter is a mixed-gender ship, so figure somewhere between 1/3 and 1/2 or the crew will be females. Also, humans dominate the Police Force, but again figure that probable 1/3 to 1/2 of the crew are non-humans. Half-bred characters are still very rare.

To explain a few terms and roles, for any reader that might not know:

Commander / Ship's Captain: Position normally held by a Lieutenant Commander (LtCmdr / O-4), but about 20% of cutters are the "flight leader" and have a full Commander (Cmdr / O-5) in charge. This person is responsible for everything that happens on the ship, good or bad.

Executive Officer (Exec Officer, Exec, or X.O.) / First Officer / old titles = Vice Commander or Deputy Commander: Position normally held by a senior Lieutenant (LT / O-3) but sometime by a junior LtCmdr. It's said that the Captain runs the mission while the Exec runs the ship. Reports to the Captain.

Operations Officer (Ops Officer): Position filled by an experienced Lieutenant, this person "runs the front of the boat" and is considered the Second Officer / third in command. Supervises bridge crew, transporter and tractor-beam techs, and support personnel (Yeoman/Legalman/Storekeeper); often supervises Intel and Science departments; usually supervises Weapons and Shuttlecraft departments. Reports to the Exec Officer.

Navigators: Star Fleet ships have three or more Navigators whose primary duty is to stand Bridge Watch during routine operations-- a job that is "beneath" many starship captains (although you need a crowbar to get some out of that chair). Police Cutter do not have Navigation Officers; therefore a cutter's Captain, Exec, and Ops Officer can all expect to spend time in the center seat, as can the Intelligence Officer, Weapons Officers, and even the Shuttlecraft Pilots.

Intelligence Officer (Intel Officer): Position held by a less-experience Lieutenant or a Lieutenant Junior Grade (LT-jg / O-2). Supervises the communications and sensor technicians; catalogs and analyzes intelligence reports received from higher headquarters; writes reports to send up to headquarters; advises Captain the threat assessments. Normally reports to the Ops Officer, but may report to Exec depending on relative rank and experience levels.

Science Officer: Position normally held by LT or LT-jg, often filled by Star Fleet officer or even a government-services civilian scientist. Well versed in general science and advises Captain on such matters; primary duty is to oversee the forensics laboratory; supervises lab technicians and any specialists that may be temporarily assigned to the ship. Normally reports to the Ops Officer, sometimes to the Exec.

Weapons Officer: Position is rated for a LT-jg but is often filled by an Ensign (O-1). Supervises weapons crew; responsible for photon, phasers, and T-bomb. Normally reports to the Ops Officer, sometimes to the Exec.

Chief Engineer: Position held by LT or rarely by LtCmdr. This person "runs the back of the boat". Oversees the engine room and general maintenance of the ship; supervises all engineering and damage control personnel; manages Tac-Team personnel performing maintenance duties. Normally reports to the Exec but may report directly to the Captain.

Assistant Engineer: Position rated for a LT-jg, may be filled by LT or Ensign. Typically oversees damage control teams and general maintenance of the ship. Reports to the Chief Engineer.

Tactical Officer: Position rated for a LT-jg, may be filled by LT or Ensign. Supervises Tac-Team operations; leads boarding party mission; oversees security of the ship. Normally reports to the Exec, but may report to Ops Officer.

Doctor / Ship's Surgeon / Chief Medical Officer: Position held by LT (minimum rank for a medical doctor) but may be filled by LtCmdr. Supervises all medical personnel and also the Messmates, as food service is important to the crew's health. Reports directly to the Captain.

Nurse: Position rated for a LT-jg (minimum rank for Registered Nurse) but may be filled by LT. Assists doctor with patient treatment. Sometimes this position is fill by a Physician's Assistance. Reports to Doctor.

Chief Shuttle Pilot: Position rated for a LT-jg, may be filled by LT. Supervises shuttle bay deckcrew; flies shuttle craft; stand Bridge Watch during routine patrols. Normally reports to the Ops Officer, sometimes to the Exec.

Shuttle Pilot: Position rated for a LT-jg, often filled by Ensign. Flies shuttle craft; stand Bridge Watch during routine patrols. Reports to Chief Shuttle Pilot.


EDIT TO ADD: The "reports to" comment shows the chain of command structure for purposes of writing annual fitness reports and the like. This can be modified based on the relative rank/experience of the officers in question and also the whim of the captain / exec officer. For example, the chief engineer would normally fall under the exec, but if you have a "young" exec and a seasoned engineer, they may be of equal rank (or even the engineer having more time-in-grade) and so makes more sense for the captain to be the direct supervisor.


Enlisted job titles:
Quartermaster = Navigator / Helmsman
Signalman = Communications Technician
Yeoman = Administrative Clerk / Secretary
Master-at-Arms = Military Policeman
Boatswain's Mate = General deckhand sailor
Storekeeper = Supply Clerk
Messmate = Cook / Chef
Corpsman = Medic / EMT

Chief of the Boat (CoB) == the senior-ranking enlisted member of the crew, is the captain's right-hand man when it comes to dealing with the crew. On a small ship like this, the CoB is an additional duty on top of the person's regular job.

Ranks:
Master Chief Petty Officer = E-9 (none on a Cutter) ... 14+ years in service
Senior Chief Petty Officer = E-8 (normally one per Cutter, but sometimes none) ... 11 to 27 years in service, average promotion to next rank at 23 years
Chief Petty Officer = E-7 (four to six on a Cutter, including the Sr. Chief) ... 8 to 25 years in service, average promotion to next rank at 20 years
Petty Officer First Class (PO1) = E-6 ... 5 to 20 years in service, average promotion to next rank at 16 years
Petty Officer Second Class (PO2) = E-5 ... 3 to 16 years in service, average promotion to next rank at 11 years
Petty Officer Third Class (PO3) = E-4 ... 1 to 12 years in service, average promotion to next rank at 6 years
Crewman First Class = E-3 ... up to 6 years in service, average promotion to next rank at 3 years
Crewman Apprentice or Able Crewman = E-2 (few if any on a Cutter because the get promoted to E-3 quickly) ... up to 4 years in service, average promotion to next rank at 1 year
Crewman Recruit = E-1 (none on any ship, promoted to E-2 upon graduating technical school, if not before)

EDIT TO ADD: The "years in service" comment denote the minimum and maximum limits per regulations for that rank. Example, the regs allow someone to make Chief in 11 years, but most make it in 20 years give or take. Just like in the USAF, the regs allow someone to make CMSgt in 14 years, but the fastest that I have personally seen anyone do it was 16-1/2 years. On the top end, if someone doesn't make the next rank before the cap, they must get out of the service. If they get in trouble and are busted down a rank putting them above the cap, they are on probation until the next test cycle and get ONE shot at making the rank back.

And now for some of the crew. Please use this format. I know some of you would rather use GURPS or D20 character sheets, but for this topic, these data sheets will work just fine.

Name: The character's name. Please try to make it pronounceable.
Rank: Military rank of character
Rating: For enlisted, their job-specialty rating (i.e., what Army calls the MOS)
Duty Title: Position number and duty title from the crew roster in the earlier posting.
Character created by: Of course, you get credit for your character!

Height: Both feet-inches and centimeters, please.
Weight: Both pounds and kilograms, please.
Age: In Earth years. Calculate it to the rank / time in service.
Species/Race: From SFU, not Trek (no Bajorans or Cardassians), but if you what to make up a new race/species, fine by me.
Gender: Male / Female
Appearance: Short description of what the character looks like.
Languages: For our purposes here, English == Federation standard

Career history:
Time in service: Calculate based on age and rank
Time in grade: Calculate based on rank and time in service
pre Y156: As specific or generic as you want. If you make up names for Police Cutters / Police Flagships previously assigned to, my rule was to use names of police officer killed in the line of duty for Cutters and high-ranking police chiefs / commissioners and attorneys general for Flagships. Or just you can make up a name out of thin air. I didn't use the official name registry much to avoid locking a certain ship to a place/time and end up conflicting with official ADB publications.
Y156-: Assigned to Police Cutter WPC Fletcher ..... this is where we pick up the story for the ship and crew.
Decorations: No need to get too specific here. Base it on the experience and time in service listed above. Remember that police boats are first-responders, so a few life-saving rescues and/or boarding party action combat medals aren't at all out of line. Also, the Federation recently fought two wars, so again there were many opportunities to be decorated for gallant action. Service medals are common but not automatic at the end of a tour before transferring to another ship / assignment.

Family status: Just a few lines about this person family life. Divorce is all too common for service members, but a fair number of marriages do work out.

Personality / mannerisms: What's this person like? Are they a loner, a follower, or a leader? Are there little quirks that may seem strange to others? Do they have a "button" no wise person should ever push?

Hobbies/Interests: All work and no play makes Johnny a dull boy. What does this person do in his/her down time?

Background: No need to write a book, but please do tell us about this person. Everyone has a story to tell, and some have secrets they'd rather not tell. This is where all the interesting story-plot hooks are hidden. Don't need a book written here, just a paragraph will do fine. If nothing else, tell us what prompted them to join the Police (even if "just looking for a job to pay the bills").

Personality / mannerisms: Jovial, loves a good joke, loves to laugh. Even tempered, takes a lot to push him into anger, but has little tolerance for crewmen who fail to meet duty performance expectations, particularly those who break safety or security protocols. He is, however, somewhat lenient to those who simply get into bar fights and the like during shore leave, as long as no one is seriously injured and no other laws were broken.

Hobbies/Interests: Building projects with hand tools, reads mystery / detective novels, teaches hand-to-hand combat. Loves to box, but Senior Chief Stoan is the only sparring partner that can stand in the ring with him.

Background: Hammerstrom was in the service less than two weeks when he had an incident that nearly derailed his career. During an after-action meeting with the tactical team, one of the men complained they were beamed into an ambush, the third time in four months. Ensign Hammerstrom made an off-hand comment that he would prefer to have his weapon at the ready when beaming over to an unknown situation. A few weeks later, one of the troops accidently shot an unarmed civilian upon beaming onto a freighter for a routine inspection. During the subsequent investigation, the crewman said they were told to beam over with weapons drawn. The inspector concluded that Hammerstrom's remark was "an order that was contrary to standard practices and safety regulations", which was reflected as a negative comment in his annual Performance and Fitness Evaluation, which in turn caused a six-month delay in his first promotion to LTjg. He was passed over for promotion to full Lieutenant but won an appeal based on the fact that the Standard Practices and Policies changed a year after the event in question: Tac-Teams would now beam over with weapons drawn (with safeties ON, of course) when boarding any ship. How could he be faulted for an "order" that the Police Force subsequently embraced? With his career back on track, he was promoted to LtCmdr at the average time-in-service, and was selected to attend Star Fleet Institute of Advanced Studies, a good sign that future promotions will be ahead of average.

Background: When Lorelei was 14, her father was critically wounded while attempting to stop an illegal logging operation. The Light Cruiser USS Alaska responded to his distress beacon and saved his life (as well as capturing the log poachers). Lorelei decided she would repay her family's debt by joining Star Fleet, which she did the day after her 18th birthday. She was an Honor Graduate from both Basic Training and Technical School, and was assigned to the Destroyer USS Hiawatha. A year later, that ship hit "something" (possibly a cloaked ship, but more likely a dark comet) and was severely damaged. The bridge bubble was crushed, and many systems were disabled. With the ship heading for a collision with a large moon, Crewman Everhart forced her way through the rubble to reach the Auxiliary Control center and piloted the ship into a safe orbit. With the navigation computers off-line, Everhart manually calculated a course back to Starbase Twelve. The USS Hiawatha lost thirty-three crewmen that day, including seven listed as missing-in-action, and many more of the critically injured would have died had the ship not reached Starbase when it did. The ship went into space dock for several months, so all her crewmen were reassigned to other ships. For her heroic actions, Everhart was given the option to choose her next assignment. Senior Chief Stoan met with her and talked her into volunteering for duty onboard the WPC Fletcher. She agreed, but only after taking an extended leave to go home and talk it over with her parents. On the trip home, a fellow passenger taught her how to find solace in religion.

Christensen tried all official channels to rescue her sister, but Star Fleet Command refused to get involved in the touchy political situation. Yvonne's roommate, a prior-enlisted cadet who had served on a police boat, had a contact within the Klingon Internal Security Service and was able to call in a favor to have the passengers released. Yvonne was already enamored by the many war-stories her roommate told of her time attached to the police force, and this incident prompted her to transfer services. Naturally, Christensen has little love for Klingons, Orion smugglers, diplomats, or bureaucrats. Her first assignment was on the Police Cutter Sam Franklin, where she impressed Senior Chief Rinehart, a man known for making-or-breaking junior officers. The captain also recognized Ensign Christensen's potential and advanced her from Shuttle Pilot to Weapons Officer well ahead of schedule. He arranged for her assignment to Cygnus Station, a move that put her on the fast-track for future promotions.

Family status: Recently married to Petty Officer Geovanni DeLuca. Born and raised in a town near Bordeaux, France, her family has been in the wine industry for generations. Both her mother and mother-in-law have made pointed inquiries about grandchildren, but as a non-practicing Catholic, Suzette feels no obligation to submit to their wishes at this time. She does want children, as does her husband, just not yet. The couple discussed this matter at length during their second date and many times since, but they still haven't agreed to a number: she said "four" but he thinks six or more is fine. Note: Both French and Italian law forbids a woman from taking her husbands last name as her own after marriage.

Through a chance encounter with Chief Carpenter, the newlyweds learned of openings on the WPC Fletcher and jumped at the opportunity to serve on the same ship together. The subsequent investigation led to the court-martial of three mid-level officers for illegally passing convoy schedules to a competing civilian company. DeLuca was transferred out, to the USS Alaska, for his own safety. During his in-processing to the ship, Yeoman DuBois made an off-hand remark about wine, which led to a lengthy conversation over dinner, and he discovered they had a lot in common. The couple quickly became inseparable and married after three years of dating. Family status: Divorced, one child (son) with ex-wife's sister -- hence the reason for the divorce. Mother passed away when he was a teenager, but he stays in close contact with his father. He has a large extended family in which siblings and cousins were raised together, making it hard for outsiders to keep track of how each are related to the others.

Personality / mannerisms: His motto is "work hard, play hard". Good natured and kind hearted. Not one to start a fight, he won't back away from one either. He will always have a crewmate's back, no matter what. Doesn't often drink, but if you hand him a beer, you'd better have another five (or ten) ready. Mike thinks of himself as a lady's man, with enough success to validate the claim.

Hobbies/Interests: Plays basketball and soccer; plays hard-rock on electric guitar. He loves poker, which has caused him no end of problems. He's actually pretty good at chess, but doesn't play very often.

Background: Martinez enlisted in Star Fleet at the age of 17, but due to quota cuts was told he'd have to wait a year or longer before going to Basic Training. As the Police Force was able to take him sooner, he switched over. By enlisting for six years and then being a Distinguished Graduate from technical school, he was automatically promoted to Petty Officer Third Class. He married his high school girlfriend before leaving, and she followed to his first assignment. As his cutter was stationed out of planet Meva, they made port every four to six weeks, giving the young couple a somewhat normal married life. Two years later, his sister-in-law visited, and one thing led to another, which led to a divorce. After his wife left him, Mike threw himself into his work and became, while not a model crewman, a respected member of the crew. He earned an early promotion to Petty Officer Second Class in just four years, but a couple years later was reduced in rank due to a bar fight. Mike picked up a girl who, as luck would have it, was a Marine, and her fellow Marines took exception to his advances. Martinez always gave more than he got in a fight, and put three of the Marines in the dispensary. The commander of the Base Station wanted him court-martialed, but he avoided this by accepting a punitive demotion. As his probationary period is up, he is now eligible to take the promotion test and perhaps get his Second Class rank back.

Family status: Stoan and his wife of 45 years, T'Fae, have seven children (a large family by Vulcan standards) spaced about four or five years apart. It was an arranged marriage, but he and his wife truly love each other deeply (not that a Vulcan would admit such emotions).

Personality / mannerisms: Stoic/somber, unflappable. Occasionally displays a dry sense of humor, sometimes a wry sense of humor, and then feigns ignorance to the joke. Never swears or yells (although he has perfected the Drill Sergeant's projected voice technique, useful in a combat scenario), but effectively conveys his displeasure for crewmen who require such attention. He has come to see that the world is not black-&-white, and sometimes problems require colorful solutions. Almost never uses stereotypical phases such as "logic dictates ...."

Hobbies/Interests: Plays classical music (Beethoven, Mozart, Vivaldi, and Handel are among his favorites) on violin and piano; composes music in the same style. He has found that Dennis Hammerstrom is a worthy sparring partner for boxing and other martial arts hand-to-hand combat. He has taken a fatherly interest in a few of the younger crew, especially Lorelei Everhart.

Background: Stoan had little interest in academic pursuits, although he was a good student, and took a job in housing construction. After his first child was born, he looked for a better paying job to support his family and found one with Vulcan Security Services. Through his work as a customs inspector, he was troubled by the increasing amount of criminal activity invading his home world. He joined Star Fleet Marines in an attempt to stem the tide of black market goods and illegal emigrants. After his first term in the Marines, he debated between extending his service, switching to Star Fleet, or going back to Vulcan Security. He heard of the then-new Patrol Cutter program and so switched services to the Police Force, as that would logically be the best way to combat organized crime within the Federation and by extension crime on Vulcan. He has had a long and storied career, with many good years ahead of him.

Except, his parents are dead, and his name is not Nathaniel Wright. His birth name is long forgotten, and he was raised under the name Shawn Culp. His mother was kidnapped and enslaved by Orion pirates when he was an infant, so he grew up as a slave himself after his mother was beaten to death by their master. At age seven, he was bought by Captain Jarrett Culp, who provided him with an education and filled all his worldly desires. Nate/Shawn speaks Orion (native), English (fluent), Klingon (conversational) and Romulan (conversational), but is well trained to mask in ability to understand anything other than English. He is fairly adept with mechanical and electronic engineering and well versed in covert communications. The Orion "Pharaoh" Cartel built a bullet-proof back story to create Nathaniel Wright -- the real Wright family is well paid and well threatened to maintain the ruse -- and ordered him to enlist as part of a deep cover mission. The biggest threat to such long-term covert missions is not that the cover will be blown, but rather that the agent will lose his sense of identity and allow his loyalties to shift.
