If it's allowed, can anyone describe the advantages of the CC and the NCC over the CA and NCA, respectively? More weapons, better weapon arcs, batteries, power? From point values, the CC and the CA appear almost identical. Is the same true of the NCC and NCA?

Well, the RH phasers on the CA are 360° on the CC; and the NCC has another pair of LS/RS phasers (making three total compared to the NCA's two.)

You're right that the CA and CC don't have much difference, but that's due to the heritage of the game. See, in the original SFB, the CA design originally didn't have the RH phasers, the phaser-3, the Reactors, or the Drone Rack! It was also much cheaper than the CC. Players could buy "refits" that added in all those things, but you wound up with a ship that wasn't much different from the CC, either in capability or in BPV.

The "command" versions are just a tad meaner than the "stock" versions.

What was said about the SFB refit system is correct, but SFB also incorporated a command rating system where having a CC as your biggest ship instead of a CA meant you could bring one extra ship.

Basically, it's just a cooler ship.

Sounds like the phaser suite rivals that of a dreadnought! No wonder there's a 26 point difference. Seems a bit pricey for a cruiser, since I assume it doesn't have a ton of extra shields or power, but in certain scenarios that could place restrictions on ship size and type rather than points it might be good.

The NCC also has 1 more battery and 1 more tractor over the NCA.
