Are mobile bases meant to be situated in space or on a planet's surface? Can they be carried by a tug or an LTT?

Mobile bases are intended to be placed in space, which could be in orbit of a planet or whatever.
A mobile base is intended to be broken down into its component pods, and those pods can be carried by tugs, LTTs, frigate-tugs, or even freighters. _________________

Like Mike said, think of them as Lego pieces. a standard mobile base breaks up in to 6 pods, plus 2 modules an one more pod worth of spare parts and connectors.
So it would take 9 LTT or or 5 Fleet Tugs to move and set up one MB in one hop. Game wise it probably is usually done with one Tug and a handful of freighters. _________________ -Dal

Well, considering that four of the six pods are just cargo pods, they can probably carry the side modules and any supplies in them. So, that knocks it down to three tugs, six LTTs, or some combination with freighters that gets all six pods to the location.
Probably either one tug or two LTTs for the main base pods, then some combination of freighters for the four cargo pods. But, yes, it isn't a job for a single tug or LTT. _________________

Correct if I'm wrong, but can't the six main pods be moved as inert cargo by throwing freighter end-caps / warp drive on them?? If memory serves, you need a Tug to disassemble / re-assemble the MB, but you don't actually need a Tug to move it from one place to another.
In F&E, I believe that one Tug is required to move a MB, not four or five. _________________ Garth L. Getgen

Confusing use of language.
MOVING it takes more than one ship. Many of the ships involved are probably freighters.
SETTING IT UP takes one Tug or two LTTs or (F&E) a special engineer construction squadron which is more or less the same thing.
It is unclear and irrelevant if the tug carried any the parts. _________________ The Guy Who Designed Fed Commander
