When carriers launch or recover fighters, can they do so while traveling at warp? |

Yes.
In the SFU, pretty much everything happens at ("tactical") warp speeds and only the rare circumstance ends up with an event happening at sub-light ("impulse") speeds.
There is an upper limit (Warp 3.something; SFB/FecCom speed 32), which is the transition to "high warp" where many things become impractical or downright too dangerous to try. _________________

Warp 2.7 = Speed 20.
Warp 3.1 = Speed 30.

Two SFB rules to remember:
(J1.61) states that a shuttle (includes fighters) can land on a ship under its own power if the ship is not moving faster than the shuttle.
(J1.62) explains how to pull a shuttle in under Tractor but cross-references to rule (J1.212) that states "Shuttles are destroyed if towed by tractor beam at more than twice their currently allowable maximum speed; this is known as Death Dragging." _________________ Garth L. Getgen
