Can a fighter or shuttle be in evasive maneuvering and if so, are they only allowed to go into evasive once a turn like ships? |

There is no rule enabling shuttles or fighters to use Evasive Maneuvers. Therefore, fighters may not use them.
This is perhaps something that should be reconsidered whenever Fighters Attack is worked on. _________________

Fighters are always maneuvering evasively, but it's not specifically seen in the game. It is built into the combat system and how much damage they take. _________________ The Guy Who Designed Fed Commander

Wanted to follow up on this as 5h4 does indicate shuttles can go evasive (at no cost) and 5q1a says stingers operate as shuttles. |

Honestly, I missed that rule. I completely forgot about that.
In that case, yes, your logic path is correct. Shuttles may use EM, therefore Stingers (or any other fighter) may also use EM. At no cost, though, unlike HET, you need to announce the intention to EM as a ship would.
That indeed makes fighters (and shuttles) *much* harder to kill on approach. Better kill them with drones and plasma!
Note that (4F3c) prevents suicide shuttles from ever using EM. (Just in case anyone gets that idea in their head!) _________________

Eh, the source of the Point Value is SFB, and in SFB fighters can use EM. So it should be factored in.
Plus, the fighter cannot fire its weapons while under EM. That makes it extremely vulnerable to seeking weapons. That's no love for the Lyrans, but something the Klingons can take advantage of. _________________
