I can not seem to wrap my mind around how Romulans buy the Klingon ships.

Historically and from the Order of Battle, it appears that all the Klingon Ships that the Romulans "bought" are already delivered.

But how do you handle non-historical or additional purchases?

From what I read, either the Klingons or Romulans must first pay the activation fee and then travel up to 12 hexes connecting the Klingon Supply Grid to the Romulan Supply Grid.

So let's keep it simple. Romuilans want to buy a mothballed D6. How much money is sent to the Klingons in exchange for the D6? SIT says a D6 costs 8 is that how much is paid? And then Romulans have to pay to convert it to a KR which is 3 according to the SIT.

Am I making this too complicated?

If being ahistorical, then just assume the Romulans licensed the designs and pay for them normally. I am pretty sure that is an optional rule so that you can more effectively make use of your counters.
