advantages - always hits, useful against cloaks, fires every turn.
disadvantage - short range

thats true, guess hes using gorns then. need to get myself romulan space to see what they can do.
still undecided on seltorians or tholians myself, most likely the tholians.

I still want to know where in the rules it says Rom's can't use the cannonade.

The rules say 'Gorns, Orions and some other empires'.
We are Romulan's and we have an Empire, so I'd say we qualify!

The comunique's specify that if the rules don't say you can't do something, you can't do it. e.i. my base 27 hexes away from the ship hit with the drone will tractor the drone for it.

Only the Federation, Gorns, and Orions may use the Carronade. The Romulans and ISC may not.

This was clarified in the Briefing #1 rulings section. Follow the link and search for (4J4c).

Actually, that is what the Briefing #1 was intended to do. It brings (almost) all of the rulings from Rev4 of the rules up to date. (Rev4 is the latest version of the Klingon Border rule book and only version of the Romulan Border rule book.)

Eventually, there will be a consolidated Rev5 rule book, but that is still a ways into the future.

does rev 5 have Tholian webs, Fusion beams, ESG's ect. included?

Just to be clear, Rev5 of the rules does not yet exist.

That said, the current plan (or the last one I heard) is for it to include all rules, including those from the various Attack modules. This would include webs, fusions, ESGs, etc.

It may well be that ADB would consider another product for Federation Commander that would not include ship cards, counters, or maps. It could be the Rev. 5 rulebook. It could perhaps even include some new scenarios...

It will be addressed in Rev 5 of the rules whenever it gets put out. The wording is a hold-over from SFB..it is assumed that you know th history of the Carronade. Only the Feds, Gorns and Orions can use the Carrondes

Not necessarily. If your opponant is on evasive, the carronade will miss on a 5 or 6.
