Why cancel a HET?

This is partly a tactics question, partly a rules question. Sorry for the crossover Smile

Pardon my ignorance, but why would anyone want to pay for, and then cancel, a High Energy Turn [HET], as in the Comm#36 rule update for (2D6b)?

I note from the main rulebook that a ship pays for a HET 'at the start of any movement sub-pulse'; is this why? Because a HET is not paid for at the exact instant that it is performed, but at the very start of the sub-pulse?

So then does that mean that say if it's sub-pulse 4 of a given impulse, and 'everyone' will be moving in that sub-pulse - I have a ship doing 24+1 and my opponent is speed 8. I pay for the HET; in response, for his move, he does something I don't like or anticipate. So, I cancel the HET and do something different from what I'd planned the HET for. Is that the idea? And is it right [i.e. morally!] that a faster ship should have to telegraph his intentions to a slower ship like this?

Or have I got it all wrong, in which case the question still stands - why should I want to pay for a HET, then cancel it?

Thats the way I have always played it Kang and yes I have canceled HET before.
