The intended purpose of BoM is to allow Starfleet Battles players to adapt the options from that game that they're familiar with to 'FedCom-style' rules that will allow them to use those options in the more streamlined FedCom playstyle.
That's why they're seperate. |

Semantics, mostly. If BoM is part of Federation Commander, then they become "optional rules" within Federation Commander, which is something Steve has tried very hard to avoid. If BoM is separate from Federation Commander (even while being based on it), then it is effectively a "different system" (or at most an adjunct), but is not optional rules for Federation Commander.
(And by saying "Semantics", I am not trivializing or dismissing the distinction. It is an important distinction, but it is gained by using semantics.) _________________
