If I do a High Energy Turn in a sup-pulse where i were to be moving do i do the following?
example.
Facing A
1.0 Speed 24
1.1 no move
1.2 move forward 1 hex
1.3 declare High Energy Turn / Facing D / move forward 1 hex
1.4 side slip to E
and can i do...
Facing A
Pay for Accelerate
1.0 Speed 24
1.1 declare High Energy Turn / Facing D / move forward 24+1
1.2 side slip to E
1.3 move forward 1 hex
1.4 side slip to E

If it's in a sub-pulse where you were going to move anyway, then yes, both of your examples are legal moves.
However you may or may not be aware that you can also do a high energy turn in a sub-pulse where you are not scheduled to move. An example of this would be:
Facing A
1.0 Speed 24
1.1 declare High Energy Turn / Facing D
1.2 move forward 1 hex
1.3 side slip to E
1.4 move forward 1 hex
