One of my players is wondering if he could change the phaser's settings to a more appropriate one when his character uses Fast Draw.

I am curious what those on forum think about this.

No way.

You fast draw, you're stuck with whatever it was last set as.

being the guy who typically fast draws a phaser, Jeff is correct, there is no way logically you could switch the setting while fast drawing...

Even if you gain muscle memory for the setting switches, you still need to pay attention to it to get the setting you want, since it has more than two settings, and that would negate the fast draw advantage.
