Suppose a SFB ship has 9 ph-1& no ph-3 so the phaser count in fleet scale is 4.5. Would you give it a ph-3 to make the count come out right?

Probably.

Really, it could go either way. I could get five Ph-1, or it could get four Ph-1 and one Ph-3. Kinda depends on the feel of the ship. (This is definitely an "art" and not a "science".)

Another factor is the other weapons. If it has three disruptors and/or one drone rack in addition, it could end up with just four Ph-1 and no Ph-3 because the other weapons were rounded up.
