Is it correct that Involuntary Movement caused by a Black Hole does NOT count toward meeting a ship's Turn and Sideslip Mode requirements?

That is correct. It doesn't count againt (or for) either mode. So, regardless of whether the mode is "forward", looks like a slip, or is even backwards, it doesn't affect either the turn or sideslip mode.

For the benefit of others, I have found a good way to keep track of this is to apply the involuntary movement being experienced by a ship to that ship's turn and slip markers. The ship and its turn and slip markers involutarily move together in synchronism.

That's the way we've always kept track of it, but it is a good thing to point out.
