Webcaster shoot last in the offensive fire phase. 4q1b
Does this mean that if they are disabled by shooting damage this phase they do not get to fire.

That's a good question. I personally think that rule is there to prevent 'me, too' firing which will block other DF weapons for that phase.
So the Web Caster fires after the other weapons, but, because it has already been declared, it still fires even if it is disabled that phase.
For a technobabble reason, you could say that the new web tales longer to 'solidify' than it takes to fire the other DF weapons.

Even though it happens last, it still happens in the Offensive Fire phase. Therefore, even if the web caster box is disabled in that phase, it can fire.
The real reason for doing this is that, in SFB, web takes an impulse or two (or four; I really don't remember) to solidify and take effect. By having it be the last thing that happens in the phase, we get a very similar effect without having to implement a delay. It just makes sure that all other weapons fire in that phase is not affected by the web. _________________
