We have a four race campaign going on, and have for about 4 months now, and one of the races is the Tholians. The Tholian player would like to have pre-existing webs created at each of his bases. There does not appear to be any limit in the rules on how long a web can exist but I want to make sure it makes sense for a web to be up at all times.
If there is a limit on the duration of a web, in campaigns, how long would it take to create a web around a 300 point base station and a starbase?

IIRC, by SFB Scenario rules, Tholian Bases have their webs.
They are just kept at minimum enough energy to maintain them, till scenario starts. At that point they have to go to each ring (for wedding cake web) and power them up.
Webs are there, but could hardly stop a shuttle to begin with. |

The rule you are looking for is (5M2k). It covers pre-scenario webs and their costs.
And a given strand of web may last indefinitely, as long as it receives sufficient power to maintain it at some level, even level zero. _________________
