PLEASE READ ALL OF THE TOURNAMENT RULES VERY CAREFULLY.

THERE ARE A NUMBER OF SIGNIFICANT CHANGES FROM THE RULES USED FOR THE FALL 2012 FEDERATION COMMANDER ONLINE TOURNAMENT.

Please Note:

(1) The most important of these changes is that squadron selection will be accomplished by bidding for your empire and squadron.

(2) While these rules use a number of elements from the official Federation Commander Tournament rules, the rules herein are completely self contained.

(3) If you do not see a rule that was used in a previous tournament, that rule is not in play in this tournament.



1. PARTICIPATION REQUIREMENTS

There are four requirements to participate:

a. You own a copy of the Sixth Revision of the Federation Commadner Reference Rulebook. A PDF copy of the Sixth Revision of the Federation Commander Reference Rulebook can be purchased at: http://e23.sjgames.com/item.html?id=ADB4020;

b. You have a subscription to Federation Commander Online (http://www.sfbonline.com/fc.jsp);

c. You participate in the squadron bidding as required at the start fo the tournament; and

d. You complete each of your matches within its alloted month of time.



2. SIGNUPS

Players sign up by sending an email to the GM and Assistant GM by no later than ______, 2013 indicating the player's real name, the player's username on the Federation Commander forum and the player's username on Federation Commander Online.

Note that empire and squadron selection is not being completed at the time of signup. Instead, a bidding process will be used to select empires and squadrons.



3. TOURNAMENT SCENARIO

The scenario for all matches in this tounament will be as follows:

Map:

The map shall be 84 hexes by 60 hexes Fixed Map (this is functionally the equivalent of a standard Federal Commander small-hex Location Map).

Any ship which leaves the map as a result of the player's own movement (or the movement of a ship he tractored) is considered to have been destroyed. Any ship held in a tractor beam that will be forced to move off the map as a result of the opposing ship's movement is immediately released from the tractor in the last hex of the map (and does not leave the map). If its facing is such that its next movement would force it to exit the map and it cannot turn by any means to avoid doing so, it immediately stops (Speed Zero) in that hex; it otherwise will move normally (subject to its own speed plot) from that point. Drones, shuttles, and plasma torpedoes whose movement would force them to exit the map are destroyed.

A three hex Large Planet (6A3) is centered on hex 4230. There are also two Moons (6A2) on the map. One is located in hex 3434 and the other in hex 5026. No ship or shuttle may land on the planet or the two moons. Transporters may not be used to transport anything to the planet or the two Moons.


Starting Locations:

One force begins in or within one hex of hex 2622 and the other begins in or within one hex of hex 5838. Notethat these two hexes are 33 hexes apart.


Victory:

Use the Point Value Victory System (8B2) with the following exceptions:

a. There is no adjustment for the difference in the starting point values for the two sides (i.e., (B2a) is not in effect).

b. Captured enemy ships are only worth 110% of their point value rather than 200% of their point value.

c. After the completion of 10 turns, both players earn a "draw" unless the victory point totals of the two players differ by more than 30 points. If the point total difference is greater than 30 points, the player with the lower total earns a "loss". If the player with the higher total has earned at least 150 victory points, he "wins" the battle, otherwise he earns a "draw" (the other player still earns a "loss").

d. If one player resigns, that player "loses" the battle, and the other player either "wins" or "draws" the battle based on the criteria above except that the player need only to earn at least 15 victory points for each turn completed rather than at least 150 victory points.

e. If a game ends before the completion of 10 turns without a resignation by either player, both players earn a "draw" unless the victory point totals of the two players differ by more than 3 points for each turn completed. If the point totals of the two players do differ by more than 3 points for each turn completed, the player with the lower total "loses" the battle. If the player with the higher total has earned at least 15 victory points for each turn completed , he "wins" the battle, otherwise he earns a "draw" (the other player still earns a "loss").


Special Rules:

Ships with cloaking devices can use them for a total of 48 impulses, including the fade impulses, in any given game. At the end of the 48th impulse, the cloaking devices fail and will no longer function for the remainder of that game. Note that this is done for each individual ship. This applies whether the opposing ships have cloaking devices or not.


The following modifications to the Federation Commander Cloaking (5P) rules are in effect:

- Voiding doesn't affect the damage modifier. All other protections are still removed.

- Voiding only lasts for one impulse, regardless of cause. (Note that a tractored ship will still be re-voided every impulse.)

- Entering a web hex merely voids the cloak, though it is re-voided every impulse it remains in the hex.

- On the impulse the ship becomes fully cloaked, all seeking weapons targeted on the ship are removed from play, subject to its speed: Speed 0 (or Stopped) removes all seeking weapons; Speed 8 removes all seeking weapons farther than 4 hexes; Speed 16 removes all seeking weapons farther than 8 hexes.

- If a cloaked ship performs emergency deceleration, all seeking weapons still tracking it are removed.



Time Limit:

There is no time limit in terms of hours played. Instead, each match between players shall last for ten (10) turns or until one player concedes. You don't have to play all ten turns at once. You'll have one month to get each match in, and it should be possible to save the game in mid-game. In general, player match ups will be provided by the Judge in consultation with the Assistant Judge prior to the start of each month and results must reported by players back to the Judge and Assistant Judge within one month of that date.



4. SQUADRON SELECTION

Judge's Note:

Bidding will be used in this tournament to select empires and squadrons. On a high level, this is a three part process.

First, the Judge will place all of the players into a Bid Order.

Second, the Judge will select a squadron containing specific ships from a specific empire. This "Base Squadron" will then be offered to each player in Bid Order until a player accepts it. If no player accepts the Base Squadron, the last player in Bid Order must accept it. The Base Squadron will serve as the target for everyone during bidding since it is guaranteed to be in the game.

Third, bidding for empires will be performed until all players have been assigned a squadron. The bidding is performed by bidding a specific squadron of that empire that the bidding player is willing to accept that has a lower total point value than the current standing squadron bid. Bidding ends when all but one player passes. Players who have previously been assigned a squadron can bid, but if one of those players wins the bidding, that player must forfeit its previously assigned squadron. The forfeited squadron is then offered "as is" in Bid Order to each of the remaining players who have not yet been assigned a squadron. If none of them accept it, it is discarded unless it is the Base Squadron. If it is the Base Squadron, it is assigned to the last player who passed on it.



Empire Restrictions:

Only the Federation, Frax, Gorn, Hydran, Klingons, Kzinti, Lyran, Orion Pirate, Romulan, Seltorian, or Tholian empire may be selected as an empire by a player.


Squadron Bid Restrictions:

Each player must construct his or her squadron from ships belonging to the empire being auctioned. There can be no more than four and no fewer than three ships in the squadron, and no more than two of a given type (e.g., DW, FF, CW). The total value of all ships in the squadron must be no more than 150% of the total point value of the Base Squadron. Only ships from the following list may be inlcuded in the squadron:

These are the ships valid for the tournament that are currently in the Federation Commander Online client and have appeared either as a laminated ship card or in an e23 ship card pack.

The squadron may include no more than two "leaders" (DN, BCH, CC, NCC) of different types, no more than one of which may be a dreadnought or heavy battlecruiser. The remaining ship or ships can be any available to the selected empire so long as they are not otherwise prohibited. The Federation BC series ships are considered to be BCH. The Romulan King Eagle, Lyran NCA and Lyran CA are not leaders despite each of them having a Flag Bridge.

Tholian forces can include no more than one ship equipped with web casters.

All Tholian and Seltorian ships must use their Milky Way (not M81) Galaxy weapons.

Hydran forces can include no more than eight Stingers; you can leave some hangar bays empty (and no, you do not get free shuttles to replace missing fighters).

The AEGIS rules are in play.

For ships that have multiple possible weapon layouts (e.g., most Orion Pirate ships), players may only select ships with weapon layouts that are fully functional within the Federation Commander Online client. Weapon layouts must be specified when such ships are included in a squadorn bid.


Base Squadron:

The Base Squadron for this tournament will be a Federation squadron that consists of one CC and two CL. It has a total point value of 381 point. 150% of this point value is 571 points.


Squadron Selection Procedure:

a. By random selection, the Judge will place all the players into a Bid Order. If the Judge and the Assistant Judge are playing in the tournament, the Judge shall always go last in the Bid Order and the Assistant Judge shall always go second to last in Bid Order.

b. In Bid Order, each player will be offered the Base Squadron "as is". If a player does not post (on the FC Forum in this topic) an acceptance of the Base Squadron within 24 hours of it being offered to that player, that player will be obligated to pass on the Base Squadron. If all players pass on the Base Squadron, the last player in Bid Order must accept it.

c. The next player in Bid Order who has not yet been awarded a squadron will be given the opportunity to select an eligible empire that has not yet been selected in the tournament. This will be the next empire offered for bidding. The player must post his or her selection within 24 hours of receiving the opportunity to select an empire for bidding. Otherwise, that player is obligated to pass to the next player in Bid Order. If all eligible empires have already been selected, the player may select an eligible empire that has not been selected any more times in the tournament than any other empire. When a player selects the next empire for bidding, he or she will also submit a squadron bid for that empire. The squadron bid must be a valid squadron for the tournament that has a total point cost equal to or less than 150% of the total point value of the Base Squadron.

d. Starting with the next player in Bid Order, each player may choose to outbid the latest standing squadron bid for the empire. If a player wishes to bid, the player must bid a valid squadron of that empire that has a lower total point cost than the current standing squadron bid. If a valid squadron bid is not posted by the player within 24 hours, the player will be obligated to pass. A player that has already been awarded a squadron (including the Base Squadron) may bid. However, if this player wins the bidding, the player will have to forfeit his or her previously awarded squadron. Bidding continues until all but one player has passed. Once a player has passed, that player may no longer bid for the empire being contested unless that empire comes up again in later bidding through Step c. Once bidding has ended, the player with the last standing squadron bid is awarded the squadron he or she bid.

e. If a player that has been previously awarded a squadron wins the bidding for an empire, this player's previously awarded squadron is forfeited and offered "as is" to the next player in Bid Order who has not yet been awarded a squadron. If this player does not post an acceptance of the previously awarded squadron within 24 hours of it being offered to the player, the player is obligated to pass. If all players who have not yet been awarded a squadron pass on the previously awarded squadron, the previously awarded squadron is discarded unless it is the Base Squadron. If it is the Base Squadron, the last player who passed on it must take it.

f. Steps c through e above are repeated until all of the players have been awarded a squadron.

If the last player without an awarded squadron fails under Step c to select an eligible empire for bidding within 24 hours of being offered that opportunity, that player will be withdrawn from the tournament.

If there are only two players left without an awarded squadron, and one of those two players fails twice consecutively under Step c to select an eligible empire for bidding, that player will be withdrawn from the tournament.

Regardless of the number of players left without an awarded squadron, if any player fails three times consecutively under Step c to select an eligible empire for bidding, that player will be withdrawn from the tournament.



5. PLASMA G, S AND R TORPEDO TUBES

Note that players will need to use a workaround in FC Online in order to manually setup starting a scenario with the second turn of P/S/R plasma loading complete (see http://www.starfleetgames.com/federation/phpbb2/viewtopic.php?p=43155#43155).



6. COMMUNICATION BETWEEN JUDGE AND PLAYERS

The Judge shall post deadline and match-up information on the federationcommander.com site. The Judge shall also email players with this information. Announcements may also be posted on the starfleetgames Discus forums and/or the ADB, Inc. Facebook page. While the Judge shall make every effort to ensure that players are adequately informed, it is the responsibility of the players to make sure they know the deadlines and matchups, and understand the rules. The Judge shall post deadline and match-up information on the Federation Commander Forum.



7. EMAILS TO THE JUDGE AND ASSISTANT JUDGE

All emails to the Judge and Assistant Judge must have the name of the tournament in the subject line (e.g. "FCOL Spring 2013 Tournament") or else the email wasn't sent. (This is to make it easy for the Judge and Assistant Judge to find the email(s) later.)

8. PLAY DEADLINES

Once the Players are informed of their match-ups, they must arrange between each other a mutually agreeable time to play the game on FCOL. The Players shall have one month to make these arrangements and complete the game. It's up to both players to actively pursue the match; if one player makes a reasonable effort to arrange a game and another does not, the first player is awarded a win. If neither does, both are awarded a loss. "Reasonable effort" is in the judgment of the Judge and Assistant Judge. All emails between players attempting to arrange a game should be carbon-copied (cc'ed) to the Judge and Assistant Judge so that the Judge and Assistant Judge have evidence that players are actively pursuing the match-up. If both players are actively pursuing the match but circumstances beyond the players' control prevent it from happening, the Judge and Assistant Judge will adjudicate a result. If the Judge and Assistant Judge do not have a consensus on the adjudication, the game will default to both players earning a draw result.



9. NUMBER OF ROUNDS

The number of rounds will be a function of the number of participants. For example, if there are five to eight participants, it will take three rounds to determine a winner. If there are 9 to 16 participants, it will take four rounds to determine a winner.

This will be a Swiss-style tournament. As such, all participants will play in each round and all players will be ranked at the end of the tournament. Points will be awared to players as follows: "Win" 2 points, "Draw" 1 point and "Loss" 0 points. Except for the first round, when a "bye" is necessary due to an odd number of players, it will be awarded as a "draw" to the player with the lowest score at that time. If there is a tie for the lowest score, it will be awarded to the player with the lowest score that has received the lowest number of "byes". If there is still a tie, it will be awarded to one of the tied players by random selection by the Judge. If a "bye" is needed for the first round, it will be granted as a "win" to the player in this tournament that ranked highest in the Winter 2012 FC Online Tournament. Random selection will be used if there is a tie between highest ranked participating players.


If at the end of the tournament there are any players that are tied for points, the final ranking of those players will be resolved by comparing the tie breaker points earned by each. Each player's tie break points will equal to the sum of the all the points earned by all of that player's opponents in the tournament.



10. RULINGS

Federation Commander rules questions will be resolved on the Federation Commander Forum by Mike West when possible. When this is not possible, they will be resolved by consensus of the Judge and Assistant Judge.

All tournament rules questions will be resolved by consensus of the Judge and Assistant Judge.

For games involving the Judge, the Assistant Judge will resolve all tournament rules questions for that game.

For games involving the Assistant Judge, the Judge will resolve all tournament rules questions for that game.

In the event the Judge and Assistant Judge face each other in a game, another participant in the tournament will be recruited by the Judge and Assistant Judge to resolve all tournament questions for that game.

I have randomly determined the following Bid Order:

I am pleased offer the following, slightly used, but wonderfully vintage, early General War cruiser squadron as the Base Squadron:

Federation 1 x CC (151) and 2 x CL (115) = 381 points

150% of this is 571 points.


Pinbot -- You are up first. You have 24 hours from the time date stamp of this post to accept the Base Squadron or pass on it.

If Pinbot times out, he automatically passes on the Base Squadron and the clock immediately starts on Monty for the Base Squadron. If Monty does not act within 24 hours of that happening, he automatically passes as well. If Monty passes before then, the clock starts for Storeylf based on the time date stamp of Monty's post in which he has passed.

Let's see how this goes ...

I am the next person in Bid Order who has not yet been awarded a squadron.


I select the Seltorians for bidding.

I bid a Seltorian squadron consisting of the following:

1 x BC (190) + 2 x CA (142) = 474 points

Bidding on the Seltorians continues until only one player has not passed. That player wins the Seltorians and is awarded the squadron he or she bid. Once a player passes on the Seltorians, that player may no longer bid on the Seltorians. Sebastian380 may bid on the Seltorians. If his bid wins, the Base Squadron will be offered again in bid order starting with the player following Sebastian380 who does not yet have a squadron (myself).

I was going to say I'd take them, but there seems to be an even more limited online selection than their already limited selection. I'll have to have a think and see whether I still want them.
