(R7.J1) THOLIAN CAISSON: This device, the size of a cargo pack, functions as a web anchor. It can be carried by qualified Tholian ships as they would carry a cargo pack. It can be dropped (or attached) during a scenario in the same way as other packs could be dropped. If dropped in a non-web hex, web could be laid to the caisson’s hex, at which point it would function as an anchor. If dropped in a web hex, it would immediately begin to function as a web anchor. The caisson provides four points of power to the web; it cannot provide any power to a ship carrying it. The caisson is destroyed by eight "cargo" points when attached to a ship, and by 16 damage points when deployed on the map. Every fourth damage point reduces its power output by three points. The caisson can be attacked just as any other web anchor can be attacked. Caissons cannot be repaired during a scenario (they are solid blocks of cement with embedded reactors), have no crew, and cannot be boarded. It has double the towing cost (0.3333) of any other Tholian pack. Caissons can be dropped during a scenario to serve as anchor points for cast web (E12.211) unlike Web Anchor Buoys. The BPV cost of the caisson is 18 BPV
