You can only tractor one ship at a time (5D6B) - you could release a ship and tractor it or another later that turn, but you'd need a fresh Tractor box - each one can only be used once per turn.

What kind of scenario could you find yourself where you declare and cancel an HET in the same sun-pulse?

By my reading of the scenario, you become a Free Agent by "drawing" your own target marker - ie. getting it in the pre-scenario draw NOT by acquiring it in the game. So B would not become a Free Agent.
