Probably a silly question but...

I have a Romulan Border rulebook labeled First Edition, June 2506. There is a note inside that states,

"The rules in the rulebook in your hand are later than and supercede the KB v3 rulebook."

Does that mean this is a 1.4 rulebook? I assume so, but it is never ...
